.-

Chairperson Maas noted that because the "right only onto the freeway" lane was lost
when driving west on Bernal, drivers frequently cut in front of the cars queued up
because there was no longer a solid white line.

Mr. Iserson noted that he had brought that up, and had not received a sympathetic
response.

8. MATTERS FOR COMMISSION'S REVIEW/ACTION

a. Future Planning Calendar

In response to an inquiry by Commissioner Sullivan, Mr. Iserson replied that a meeting
regarding the Green Building Ordinance would be held on August 29, 2002, and that the
City Council would consider it during either the second meeting in September, or the first
meeting in October.

Commissioner Sullivan preferred that it not be pushed into October, and had hoped that it
be presented in the first meeting of September.

Mr. Iserson noted that the September 11 meeting had a full agenda, and added that the
East Side Workshop would be heard at the September 25 meeting.

--

Commissioner Sullivan preferred to hear the Green Building Ordinance prior to the East
Side item. He added that the Ordinance was reviewed and endorsed by the Energy
Advisory Group. The Economic Vitality Committee did not endorse it.

In response to an inquiry by Chairperson Maas, Commissioner Sullivan replied that the
Green Building Ordinance was a commercial ordinance for buildings over 20,000 square
feet.

In response to an inquiry by Chairperson Maas, Assistant City Attorney Lynn Nerland
noted that she had not seen the ordinance, but believed it would be triggered by the PUD
or Condition of Approval. Once that approval was in place, and if it was before the time
that the ordinance became effective (30 days after passage), it would be grandfathered in.
Therefore, the green building would not affect the maps.

In response to an inquiry by Commissioner Kameny, Mr. Iserson confirmed that the
Northstar Development on Vineyard was the Crispin/Berlager property subdivision.

In response to an inquiry by Commissioner Sullivan, Mr. Iserson replied that the roof
study was prepared at Commissioner Roberts' request...

b. Actions of the City Council

In response to an inquiry by Chairperson Maas, Mr. Iserson replied that the City Council
,--. would hear the service station during the September 3, 2002, meeting.

Plarming Commission Minutes

August 28, 2002

Page 22
