areas shall be designed as needed to the satisfaction of the City Engineer to <br /> optimize the amount of the storm water running off the paved surface that enters <br /> the bio- retention swale at its most upstream end. This plan shall be subject to the <br /> review and approval of the City Engineer prior to the issuance of the first grading <br /> permit for the development covered by this approval. <br /> b. The applicant shall submit sizing designs criteria to treat stormwater runoff at the <br /> time of the grading plan submittal for the roadway improvements and individual lot <br /> grading. <br /> c. Public and private landscaping shall be designed to minimize irrigation and runoff, <br /> promote surface infiltration where appropriate, and minimize the use of fertilizers <br /> and pesticides that can contribute to stormwater pollution. <br /> Structures shall be designed to discourage the occurrence and entry of pests <br /> into buildings, thus minimizing the need for pesticides. <br /> Where feasible, landscaping shall be designed and operated to treat <br /> stormwater runoff. In areas that provide detention of water, plants that are <br /> tolerant of saturated soil conditions and prolonged exposure to water shall be <br /> specified. Soil shall be amended as required. <br /> Plant materials selected shall be appropriate to site specific characteristics <br /> such as soil type, topography, climate, amount and timing of sunlight, prevailing <br /> winds, rainfall, air movement, patterns of land use, ecological consistency and <br /> plant interactions to ensure successful establishment. <br /> Landscaping shall also comply with City of Pleasanton ordinances and policies <br /> regarding water conservation. <br /> d. Bulk construction materials stored outdoors, including all landscaping material that <br /> may contribute to the pollution of storm water runoff shall be covered as deemed <br /> appropriate by the City Engineer and /or the Building and Safety Division. The <br /> CC &Rs and the design guidelines covering Lots 1 through 4 shall include this <br /> statement in their wording. <br /> e. Prior to grading permit issuance the applicant shall submit a copy of the State <br /> Water Resources Control Board Notice of Intent (NOI) for coverage under the <br /> State Construction Storm Water General Permit for projects with clearing, grading <br /> and excavation, if required by the Regional Water Quality Control Board. The <br /> CC &Rs covering Lots 1 through 4 shall include this statement in their wording. <br /> f. Unless otherwise approved by the City Engineer, there shall be no direct roof <br /> leaders connected to the storm drain system.
