He stated <br />that no expense had become involved in the acquiring of'necessary machinery such as tractors <br />etc. to haul away the trees as the wood hauled away had been allowed. for same. He mentioned <br />of course that certain labor had to be procured and naturally paid for. <br />Councilman Rivolta took up the matter of the slopewall and augmented the remarks made <br />by Councilman Trimingham. He stated that Mr. Richards was putting in a new road on his <br />property and that to his notion that same would endanger the street at the bridge. He direct- <br />ed that the Council go into the matter at an early date so that no damage would follow <br />should heavy rains during the balance of the winter season cause a swollen storm to make <br />further inroads. Mr. Rivolta also directed that the Paeif.ic Gas & Electric Company franchise <br />matter be .taken up and disposed of either as to whether it would be accepted or rejected. <br />Mayor Orloff reported on a conversation that he had with Mr. Saunders, Livermore'Manager of <br />the Pacific Gas & Electric Company, in which he stated to Mr. Saunders that he felt a period <br />of 50 years was too long and that he had suggested a period of 5 to 10 years as being more <br />acceptable. He concluded his remarks by recommending a 10 year franchise and stating that <br />he felt sure the Pacific Gas & Electric Company would accept same. Councilman Madsen stated <br />his position, as he had done previously a`s being against the franchise. He discussed the <br />issue that the Pacific Gas & Electric Company had with the. City of Lodi and how the City <br />of Lodi had been favored by a court decision. Vayor Orloff explained that $100.00 would <br />be available per year from the franchise and that he felt that $1000.00 could be used by <br />the Town of Pleasanton very nicely and that since the Pacific.Gas & Electric Company was <br />operating in this town that we should not be - prevented.- from accepting the $100.00 <br />or thereabouts allowed. Mr. Madsen registered "'No "' on the project and discussed his stand <br />as, previously explained. Councilman Trimingham felt it was to the advantage of the town to <br />grant the franchise. Councilman Madsen then suggested putting it on the ballot in connect- <br />ion with the April 12th.Municipal election and let the people decide on same. Attorney <br />Nilson reported in connection with the conference of the City Attorneys in January which <br />he had been unable to attend but about which he had advice from City Attorney Callaghan <br />of Livermore who had been present. Mr. Callaghan'soconversation with Mr. Madsen stated <br />that a new amount had been agreed upon, viz. one -half of one percent of the gross receipts <br />of all electric energy disposed of and that same should amount to $100.00 or better. Mr. <br />Nilson stated that it would be better to wait and not to grant the franchise in the sum <br />that it,was asking. He reported that some cities had been able to collect on back pay- <br />ments due and accordingly recommended that no action be taken until he had further advice <br />and also he would like to have the opportunity of talking the matter over with Mr. Newbert <br />Oakland Manager of the Pacific Gas & Electric Uompany. Mayor Orloff asked Mr. Nilson <br />in particular what he advised and Mr. Nilson stated that he would like to have the <br />opportunity of revising certain sections of the.present franchise as presented by the <br />Pacific Gas & Electric Company, following his conversation with Mr. Newbert. Mr. Nilson <br />also reported to the Council that he had taken up the reduction of gas rates bycthe;Pac- <br />ific Gas & Electric Company and the State Railroad-Commission and which go into affect <br />with the April readings. Mr. Nilson stated that he had inquired about the present rates <br />charged locally in comparison with other cities and that the State Railroad Commission <br />had advised that the local rates were a little higher than Hayward and San Leandro and <br />these a little higher than in Oakland but with the new reduction affective in April that <br />the reduction in this community was substantialhy lower than in the Metropolitan Area. <br />The following resolution was then presented: Resolution No. 1638, authorizing the <br />ayment of the salaries of the municipal officers for the month of February amounting to <br />770.00. The resolution was adopted on motion of Councilman Madsen, seconded by Councilman <br />Rivolta and with all the councilmen present in favor of same. <br />Before presenting Resolution No 1639 the clerk drewLaitention of the Council to <br />the Municipal election to be held on Tuesday, April 12th and the consolidating of the three <br />precincts of the Town of Pleasanton into one "Consolidated Al'. He also introduced <br />applications filed to served as an election officer received from Mrs. Dora Arendt, Mrs. <br />Ellen Elsnab, Mrs. Edith Liegenfuss, Miss Caroline Ward and Fred Snarey. Councilman Madsen, <br />Rivolta, Amaral and Trimingham drew the names of those to serve and they were elected <br />as follows: Inspector- Mrs.'Edith Ziegenfuss; Judge - Mrs. Ellen Elsnab; Clerks: Tars. <br />Dora Arendt and Miss Caroline Ward. The Clerk then read Resolution.No. 1639 - Notice <br />of Election. Same was adopted on motion of Councilman Amaral, seconded by Councilman <br />Trimingham and with all the councilmen in favor of same. <br />Councilman Madsen brought to the attention of the Council the necessity of installing <br />some drainage project and the putting in of storm sewers in order.-to' take care of the <br />water during heavy rains. He stated that the WPA had been able to accomplish a great <br />deal in many communities and he did not see why Pleasanton should not take advantage <br />of the WPA if it could help in the matter of developing a worthwhile drainage project. <br />He volunteered to look into the matter and to report to the Council when he had information <br />at hand. <br />There being no further business the meeting adjourned at 9:45-o'clock to meet in <br />regular session, Monday evening, April 4th at <br />L m <br />
