12 1 d <br />Milk.Inspector -- Showing laboratory report of milk - samples during the month of July. <br />Ashton Britten -= Showing laboratory report of (the sewer farm during the month of July. <br />Building,Inspector: -- Showing that 3 Electrical permits had been issued during the month . <br />Also 1 Building permit granted during the month. <br />The reports were referred to the finance committee for audit and report. <br />'games Trimingham, Peter Christesen and Al Alameda appeared in behalf of the Fiesta <br />Del Vino Association with reference -to decorating the streets and waiving a license fee <br />for carnivals: Mr. Trimingham pointed out to the Council that. the funds of the Fiesta <br />Del Vino Association available for the 1937 Fiesta were considerably less than what was <br />on hand last year and made the request of the Council that it give consideration -to the <br />expending of $100.00 to decorate Nain Street and the City Hall. Mr. Trimingham stated <br />that he understood that in times past the Council had expended about $15.00 for decorating <br />the hall and that to decorate the streets would mean an additional expenditure of $55.00 <br />which -was considerably under what the Fiesta Association had paid for the work in <br />years past. He pointed out that Mr-. Warren.of 1'resno had agreed to do this work for the <br />Tbwn at that price and that he guaranteed - -to do the work as- well as it had been done in <br />the past even though the'allowance for same was considerably under that he had,received <br />in other years. Mr. Trimingham stated that a number of California cities were follow- <br />ing the proceedure this year of help their respective celebrations by taking care of <br />this expense: Mr. Alameda asked that the license fee be,waived should a carnival attract- <br />ion be brought to Pleasanton because difficulty was being experienced in securing a carni *. <br />val company and that if one was secured it was felt the request would be made that no <br />license be paid. Mr. Alameda further stated that he expected that if a carnvial company <br />was secured that the Fiesta Association would receive about $125.00 as against X295.'00 <br />last year. Also if this amount was received that certain expenses would have to be taken <br />out similar-to-last year. Mr. Christesen had nothing to-state other than he was present <br />to support his -committee members. Councilman Amaral asked-'that the matter be laid over <br />until the special meeting on Monday, August 9th as Councilman Madsen was absent from the <br />meeting. Councilman Olesen also thought it would be well not to make any decision on the <br />matter but to wait until Mr. Madsen returned. <br />The following communications were then read: <br />July 29th -- League of California 'Municipalitie's - In Re. League Convention at San Jose <br />September 13 -16 inclusive. Also requesting a copy of the Annual Report of <br />the City Clerk for exhibit purpose. <br />July 31th-- Office of the State Controller advising City .Clerk Schween that the rqDw t <br />of the Financial Transactionsfor the Town of Pleasanton for the year ending <br />June 30th, 1937 had been received and checked. The State Controller advised <br />that he "found the report very complete, and that the explanation of special <br />items was of great assistance to him, the report is.nively balanced, both as <br />to the, -water plantdetail and the -:main receipts and payment*... " <br />August 1st - -An anonymous letter signed ' rTaxpayer of Pleasanton" complaining about the <br />noise at the Ratti Cafe. <br />An application for permission to hold a dance at the'I.D.E..S. Hall on August 14th <br />was - received from the Pleasanton Junior Chamber of Commerce and signed by G. Kirkpatrick. <br />The e-was no objection to this permit being granted and also it::was allowed thatthe <br />dance -could be conducted until 2 A.M. <br />4aA recess followed during which the finance committee examined Claims No. 4? to '77 <br />inc 'usirve and amounting to $730.70. After the meeting had been called to order, Council - <br />man'Amaral, acting chairman of the finance committee, reported that the committee had <br />examined and approved the claims and made a motion to the effect that they be paid. <br />His motion was'seconded -by Councilman Olesen, and with all the councilmen present in favor <br />of same.t.- "Councilman Amaral also reported that the officers monthly reports were <br />accepted and he moved that they be placed on file. <br />Action on the communications were taken as follows: <br />I <br />July 29th -- League of California Munici palities. Filed. <br />July - .31st-- Ofi'ice of the state Controller. filed. <br />August 1st -- Anonymous letter signed "Taxpayer of Pleasanton ". In Re: Ratti's Cafe. Council - <br />man Amaral stated that he would look into the natter and take up same with the <br />Night -watchman in an effort -to ascertain who made the complaint. <br />The following reports of committees were then submitted: <br />Councilman Amaral of the Laws and Judiciary Committee reported to the Council <br />that Chief .of Police Lelucchi would be absent from his office for a two weeks vacation begin- <br />ning August 3d and that arrangements had been made with Councilman Olesen to - permit Street <br />Superintendent M.M.Rodrigues to act as Chief of Police. Councilman Amaral also reported <br />that a complaint had been received from residents in the vicinity.of Pleasanton Avenue <br />and with regards to the excess dust caused by persons using the private road leading from <br />St. Johns Street to,the Arroyo Del Valle Creek and to the gravel pits of A.B.Pickard and B. <br />W. Bennett. After a short discussion, the Clerk was directed to write both Mr. Pickard and <br />Mr. Bennett and asked that they do something to relieve this condition. The Clerk was then <br />_ instructed to read Ordinance No. 1719 "AN ORDINANCE PROHIBITING ANY PERSON BEING IN AN <br />INTOXICATED OR DRUNKEN CONDITION ON ANY PUBLIC HIGMAIAY, ROAD, STREET, SIDE,;lALK9 LANE, AI LEY, <br />PUBLIC GROUNDS, PUBLIC PLACE OR PLACE OPEN TO THE PUBLIC, AND PROHIBITING-ANY PERSON BEING <br />IN AN INTOXICATED OR DRUNKEN CONDITION IN ANY AUTOMOBILE, MOTORCYCLE, OR OTHER VEHICLE WHILE <br />THE SAIVIE IS ON ANY SUCH PUBLIC HIGHWAY, ROAD, STREET, SIDEIVALK9 LANE, ALLEY, PUBLIC GROUNDS, <br />PUBLIC PLACE OR PLACE OPEN TO THE PUBLIC, AND PROHIBITING ANY PERSON BEING IN AN INTOXICATED <br />OR DRUNKEN CONDITION TO THE ANNOYANCE OF ANY OTHER PERSON ON ANY PRIVATE PREMISES OR IN <br />ANY PRIVATE HOUSE WITHIN THE TOWN OF PLEASANTON: AND PROVIDING PENALTIES FOR THE VIOLATION <br />OF THE PROVISIONS THEREOF." This ordinance was passed on motion of Councilman Amaral, seconded <br />by Councilman Olesen and with all the councilmen present in favor of same. <br />Councilman Olesen of the Street and Building Committee reported that concrete had been <br />poured at the Neal Street crossing and that heexpected by the end of the week that the work <br />
