1173 <br />April 3d - -Lee B. Chace. Acting Supervisior, Division of Operations, W.P.A. <br />advising with reference to the sidewalk construction project proposal <br />and advising that "a recent decision by the Division of Operations, <br />State Office_,, prevents the submission of Proposals to San Francisco <br />until such time as a Certificate of Necessity may be signed showing <br />that there is available relief labor in the District to undertake <br />the Project.' <br />April 6th -- Application of Dr. W. Darcy Chace as Health Officer. <br />The Clerk then read notification of Liquor License application made by A. D. <br />Irwin, dba Irwin's Place, 725 Main Street for an "on sale beer and wine license. <br />A recess followed during which the finance committee examined Claims No. 421 <br />to 467 and amounting to $1876.16. After the meeting had been called to order <br />~� ag;ain, Councilman Rivolta of the finance committee reported that the committee <br />had examined and approved the claims and made a motion 'to the effect that they <br />be paid:''His motion was seconded by Councilman Madsen and with all the Councilmen <br />in favor of same. Councilman Rivolta also reported that the officers" monthly <br />reports were accepted and•moved that they be placed on file. <br />Action on the communications were taken as follows: <br />March 5th -- Women's Improvement Club, the Clerk was instructed to apknowledge receipt <br />of this letter and also to forward receipt for rental. <br />March 11- 20- -State Railroad Commission, referred to City Attorney Nilson. <br />March 27th -- Resignation of-Dr. Richard Heinz as Health Officer and the appointment " <br />of Dr. W. D'Arcy Chace to the position was made on motion of Councilman <br />Amaral, seconded by Councilman Madsen and with all the Councilmen in <br />favor of same. It was ordered that Dr. Chace serve at the pleasure <br />of the Council. <br />April 3d- -Lee B. Chase -- Communication was filed. <br />The Council then gave attention to the notification received from the State <br />Board of Equalization with reference to license application of Mr. Irwin. Council- <br />man Amaral reviewed the matter in connection with the previous application made <br />by Mr. Irwin and its being denied by the State Board of Equalization. Councilman <br />Amaral questioned Chief of Police Delucchi with reference to Mr. Irwin's place <br />of business and the new application made by Mr. Irwin. Mr. Delucchi stated that <br />the State Board of Equalization investigators were holding up their investigation <br />of the place and the making of recommendations to the Oakland office until <br />after the City Council meeting. Mr. Delucchi advised that he was not opposing <br />the issuing of a license to Mr. Irwin as long as Mr. Irwin would ask for the <br />necessary licenses required by'his business. Councilman Madsen questioned Chief <br />of Police Delucchi regarding the licenses required and Councilman Madsen expressed <br />himself as being in line with Councilman Amaral and Mir. Delucchi as regards the <br />necessary licenses being taken out. Mayor Orloff then individually canvassed <br />the opinion of eWch member of the Board and it was generally felt that Mr. Irwin <br />should carry such licenses as he required. Mr. Irwin then explained his position <br />in the matter advising "that a beer and wine license was all that he could afford <br />and that he did- not intend to peddle whiskey either on sale or off . sale and <br />also that he had been serving meals for sometime and not serving sandwiches." <br />Councilman Olesen then further explained the situation as he understood it and <br />his remarks were followed by Councilman Madsen and then Mr..Irwin was heard further. <br />Councilman Amaral then answered T-1r. Irwin with reference. to remarks that he made. <br />Mr. Elsnab was in the audience and.he asked permission to speak in behalf of Mr. <br />Irwin, which he was allowed to do. After further discussion, same concluded with <br />Councilman Amaral recommending that Mir. Irwin take an "on sale" beer and wine <br />license and also an "on sale" distilled spirits license. The Council unanimously <br />favored Councilman Amaral's recommendation and the Clerk was instructed to <br />advise the State Board of Equalization with reference to same. <br />Mr. Richards was present at the meeting and Mayor Orloff questioned him <br />with regards to when he was going to sign the deed to the property concerned by <br />the slopewall and which had been hung up for sometime. Mr. Richards advised that <br />,. <br />Mr. Lucas would-have him arrested if he signed the deed and he (Mr. Lucas) <br />had stated same in ,the presence of Mr. Harding. Mr. Nilson, again advised Mr. <br />Richards, as he had done previously, that the town was not concerned with either <br />Mr. Lucas or 14r. Marding and only concerned with he (Mr. Richards) and his wife, <br />(Mrs.-Richards), signing the property. After a discussion Mr. Richards promised <br />to go home, secure the deed and have his wife sign same .and return it to the <br />meeting. The Council proceeded with the regular order of business and Mir. <br />Richards did not return before the. meeting concluded''. The `Clerk was instructed <br />to hold up IVtr. Richard's warrant for gravel sold the town in-connection with the <br />slopewall until something was heard from Mir. Richards as to what he defintely <br />decided to do. <br />Councilman Madsen of the Public Utilities Committee reported that conditions <br />at the sewer farm were satisfactory. He stated that during the past month changes <br />had been made with regards to the heating apparatus. ?which were necessary. He <br />also advised that Mr. Espy of the "Dater Department of the City of San Francisco <br />had advised him that the municipality should read up with regards the contract <br />with the City of San r'rancisco as per arrangment with the Spring Valley Cornpany <br />Ltd. concerning water in the future. Councilman Madsen advised that within a year <br />
