Following a discussion on the matter, it was <br />recommended that same be token up at the Novemeber meeting at which time the <br />Board would determine on the amount to be set aside in an inactive account. <br />A short recess followed. After the meeting had been called to order again, <br />COUnOil ?i_&n Rivolta of the finance committee reported that the committee had examined <br />and approved Claims No. 124 to 179 excepting Claim No. 1299 Pacific Gas & Electric <br />Company $17.43 which was ordered looked into and amounting to $825.19. On'motion <br />of Councilman Ri,vofi ta-..seconded by Councilman Amaral and with all the Councilmen in <br />favor of same the claims were ordered paid. Councilman I' dsen expressed a willingness <br />to investigate the claim of the Pacific Gas & Electric Company for power at the <br />sewer farm. Councilman Rivolta also reported that the officers' monthly'reports <br />were accepted and moved that they be placed on file. <br />Before proceeding with the regular onier of business, Mayor Orloff introduced <br />Mr. Lee H. Newbert, Oakland manager of the Pacific Gas & Electric Company who was <br />present at the meeting. Mr. Newbert was present at the session because he understood <br />that the franchise matter introduced at the last regular meeting was to be ordered <br />at this time and he thought probably that he might be able to answer questions which <br />might arise as regards the franchise in view of the fact that Mr. Sloane of the legal <br />department was unable to attend. Mr. Newbert made a short e3tplaination of the franchise <br />matter "after which the Council engaged in a short discussion. Attorney,Nilson explained + <br />the municipality:�.s part as regards allowing a franchise and also with reference to a <br />.constitutional franchise etc. Councilman Madsen was-unwilling to see the franchise <br />entered into and questionabboth Mr. Newbert and Attorney Nilson with regards to <br />certain phases of the franchise. It was decided that since considerable discussion <br />would follow with reference to the matter that the Council take up the subject of <br />'Mr. Newbert and that'a special meeting be held at which time this matter would be <br />discussed. Accordingly it was decided that the Council meet next Monday evening, <br />October 14th at the regular time at which meeting ?Tr. Sloane of the legal department <br />of the Pacific Gas & Electric Company would be present. <br />Action on the communications taken as follows: <br />The Clerk read the communications of Mr. Mancini and the D'ivi sion cf Highways and <br />also advised with reference to letters receivedif'rom the Division to the Clerk as <br />regards expenditures to be made and to the affect that in all probability it would <br />be best to allow the matter to be laid over until later on. The Council was in accord <br />with same and same was ordered. <br />October 4th- -Law Offices of C.A.Gale with re erence to Property Damage insurance. <br />Discussion among the Councilmen followed and on motion of Councilman Amaral seconded <br />by Councilman Madsen and with all the Councilmen in favor of'same the clerk was <br />advised to notify Mr. Gale that Property Damage insurance should be included in the <br />new policies to be written as of,November 5th. <br />Councilman. Madsen of the Public Utilities Committee brought up the matter of <br />improving McKinley Park and the installing of concrete steps on the side hill. ranch <br />might be used for outdoor productions. Mr. Madsen outlined this propositio ';which he <br />had made. The City Clerk made further remarks with reference to the proposition, <br />it being understood that same would be presented to the WPA if the Council were in <br />favor of it. There was no action taken on the matter and it was laid over to a <br />future meeting for discussion. Mr. Britten was present and discussed conditions <br />at the sewer farm. He also made a request of the Council that some compensation be <br />allowed him for his services etc. He was advised to compile a list of the expenditures <br />which would be incurred by him for the period October 10 to November 4, and to present <br />same at the November 4th meeting of the Council. Councilman Madsen discussed the sewer <br />situation and the working of the local plant since Mr. Bitten had set his incubator <br />and advised the Council that a similar sewer situation problem had been presented at <br />the Yosemite Valley Convention and that he had advised them of the workings of the <br />Pleasanton plant and that he hoped next year to have the local plant visited. <br />Councilman Amaral advised that �-Yr. Uliano had been notified to attend the meeting <br />but that he was out of town on a hunting trip and that his daughter advised that he had <br />left before the notification had been received. The Clerk s " <br />Mr. Uliano to appear at the October 14th•meeting. Councilman Amaralufurther advised <br />the Council that the State Board of Equalization had taken up the wine license of <br />Mr. Uliano and at the present time he was only operating under a beer license., Council- <br />man Amaral drew the attention of the Council of the amount of fines collected during <br />the month of September and also to the affect that more money had been collected <br />than extended as regards policing during the Fiesta. <br />Councilman Rivolta spoke with reference to the money on deposit in the banks <br />and was of the opinion that something should be done to set aside a certain sum which <br />would be regular interest bearing. <br />In the absence of Councilman Olesen, the Clerk reported that he had been to <br />Oakland within the past ten days and had signed at the WPA for further curb and gutter <br />work which was expected to progress after October 8th. Discussion followed among the <br />Councilmen with reference to street conditions on Ray Street vihich street had been <br />partly torn up when the curb and gutter work was in progress. The matter was referred <br />to Councilman Olesenfor action. <br />Councilman Amaral spoke with regards to the Lions Club action in drawing attention <br />to the Telephone company to the necessity of installing automatic phones to replace the <br />preseflt type of cranking the bell in order to call the operator.
