Economic Development: <br /> •Ilhe following goals from Pleasanton 2015; .4 Community I'ision arc directly relevant to the <br /> Genet al Plan Update, and serve as the foundation for our input. <br /> Working families endure longer commutes as they seek affordable housing outside the <br /> area, resulting in added congestion and strains to our transportation system. It is <br /> important the region provides balanced housing stock, to meet diverse workforce needs, <br /> and enhance the qualify of life for working families. <br /> Maintain a State Certified General Plan Housing Element <br /> Zone property in anticipation of the community's "fair share" of the 'Fri-Valley's <br /> housing needs through 202.5; and <br /> Provide a balanced housing stock commensurate with the needs of employment and <br /> other citywide priorities. <br /> In cor sideration of the General Plan 2005-2025 and associated Environmental Impact Report we <br /> urge t to City of Pleasanton to incorporate the following, recommendations: <br /> Lind Use: 'the Chamber considers land use policies and related regulations and processes to <br /> be of particular importance to the economic viability of thc community. Streamlining the <br /> 121 <br /> building permit review and approval process is critical. The City of Pleasanton should <br /> support permitted -use zoning as a crucial element in making the entitlement process more <br /> equitable and beneficial to thc community. <br /> limsing Element: We understand the Housing Element will be updated as part of a stand- <br /> alone process. However, in order to maintain internal consistency throughout the entire 112 .3 <br /> General Plan the City should take immediate action to bring its existing Housing Element <br /> info compliance with State law. <br /> Housing Cap: the City should constructively' engage the community in reconciling the voter <br /> approvcd housing cap with both the new Regional Housing Needs Assessment requirements tz.a <br /> and future housing needs. <br /> In kastructu c: I'hc City of Pleasanton should base its plans for future infrastructure on the <br /> ac tin] needs of the community and not on arbitrary growth control measures, 123 <br /> Economic Development: The City of Pleasanton should protect and support the right of <br /> 112.6 <br /> cu-rcnt and potential commercial operations to conduct business in Pleasanton, <br /> While not directly related to any single issue or policy discussed in the General Plan. the <br /> Cham >er strongly suggests that the City continue to review and approve proposed projects <br /> during the General Plan and !lousing Element development and adoption process. Specifically, 12.7 <br /> the Ci y should not Ict its efforts related to either the General Man or [lousing Element delay <br /> review or approval of housing developments that help Pleasanton meet its housing needs and <br /> sustain its economic vitality. <br />
