THE CITY OF <br />pL£ASANTONC <br />CITY COUNCIL AGENDA REPORT <br />May 19, 2009 <br />Community Development <br />Traffic Engineering Division <br />TITLE: APPROVAL OF CONSULTANT CONTRACTS WITH DOWLING <br />ASSOCIATES FOR THE NOT -TO- EXCEED AMOUNTS OF $111,040 FOR <br />THE UPDATE TO THE CITY OF PLEASANTON TRAFFIC MODEL AND <br />$100,000 FOR ON -CALL TRANSPORTATION MODEL SERVICES <br />SUMMARY <br />The City of Pleasanton uses a traffic model to determine future traffic circulation <br />patterns and impacts of future development within the City. During the update of the <br />General Plan, the City of Pleasanton traffic model was held constant to ensure that <br />each model run used the same land use and roadway network assumptions. With the <br />relative completion of the General Plan, the City of Pleasanton needs to update the <br />2006 model to 2009 traffic volumes and land uses. As part of the update, Dowling <br />Associates will be the "keeper" of the traffic model, performing traffic modeling services <br />on an on -call basis for development projects requiring a traffic study. The consultant <br />contract for the update of the traffic model will be in the not -to- exceed amount of <br />$111,040. The contract for the on -call transportation model services will be in the not <br />to- exceed amount of $100,000. <br />RECOMMENDATION <br />1. Approve the contract with Dowling Associates for the update to the City of <br />Pleasanton traffic model for the not -to- exceed amount of $111,040. <br />2. Approve the contract with Dowling Associates for on -call transportation model <br />services for the not -to- exceed amount of $100,000 per year. <br />3. Authorize the City Manager to execute the attached contracts. <br />4. Authorize the appropriation of $111,040 of Traffic Impact Fees to fund the update <br />to the City of Pleasanton traffic model. <br />FINANCIAL STATEMENT <br />The update to the traffic model will be funded by traffic impact fees and the on -call <br />transportation model services will be funded by developers as traffic studies become <br />necessary. It is anticipated that the model consultant will be used for City of Pleasanton <br />projects on occasion, with this work being funded through the Traffic Engineering <br />Division's professional services account. <br />2 <br />
