BACKGROUND <br />The Pleasanton traffic model is a computer traffic forecasting program that contains <br />specific information regarding Pleasanton's land use and the City's street network that <br />provides a projection of future traffic conditions. Pleasanton has relied on model <br />projections since the 1980's. <br />In 2001, the City of Pleasanton contracted with Dowling Associates to update the traffic <br />model and become the "keeper of the model." Since 2001, the traffic model has been <br />refined and updated on a regular basis to account for changes in land uses, roadways, <br />and traffic volumes. In addition to these standard updates, the model has also <br />incorporated school zone specific trip assignment, peak hour spreading, ramp metering, <br />and cut through traffic data. <br />With this contract, land use changes, roadway network changes and traffic volumes will <br />again be updated. Additionally, the traffic model will include an update to the cut <br />through traffic assumptions. With the implementation of ramp metering along Interstate <br />580, cut through patterns and volumes have changed and an update is necessary to <br />capture these changes. This update will also implement a refinement to the traffic <br />model that will address transit oriented development, assigning possible transit oriented <br />land uses alternate trip rates based on a number of independent features. <br />DISCUSSION <br />The cost of the update to the traffic model is $106,040. Some additional count locations <br />will be required that will cost approximately $5,000, bringing the model update cost to <br />$111,040. The model update will be completed by mid January of 2010. <br />The on -call transportation model services contract is for two years, with a not -to- exceed <br />amount of $100,000 per year. The contract contains the option of extending the <br />contract for two additional one -year terms. The on -call transportation model services <br />contract will be used to facilitate future traffic model runs needed by development, as <br />well as some City projects such as the East Side Specific Plan. <br />Consultant Selection <br />City staff advertised a Request for Proposal for the Traffic Model Update in March of <br />2009. Staff received three proposals from qualified consultants, Hexagon, Fehr and <br />Peers and Dowling Associates. Based on their qualifications and submitted proposal, <br />Dowling Associates was selected to conduct the update to the traffic model and to <br />perform the on -call modeling services. Dowling has worked on the Pleasanton model <br />since 2001 and has provided excellent modeling services with consistent performance <br />Page 2 of 3 <br />
