THE CITY OF 4
® -° ~ °' '° -•-' ~"' CITY COUNCIL AGENDA REPORT T
~L£~S~4NTON~
March 3, 2009
Community Development
Engineering Division
TITLE: APPROVAL OF A CONSULTANT AGREEMENT IN THE AMOUNT OF
$42,380 WITH AMS CONSULTING TO PROVIDE PAVEMENT
EVALUATION SERVICES FOR THE PAVEMENT MANAGEMENT SYSTEM
SURVEY UPDATE, CIP NO. 075021
SUMMARY
The City of Pleasanton utilizes the Metropolitan Transportation Commission (MTC)
pavement management system, which recommends that users of this system perform
condition surveys of local streets bi-annually. The Pavement Management System
Survey Update, CIP No. 075021, will provide new information regarding the current
condition of all existing City streets. The information received from this evaluation will
assist the City in determining appropriate street repair methods and qualify the City to
receive funding under some State programs that require that pavement condition
surveys be performed at certain intervals. Due to the specialized nature of the survey
requirements, a consulting firm was deemed necessary, and after a consultant selection
process that evaluated proposals from six firms, AMS Consulting of Pleasanton was
determined to be the best qualified firm to provide the necessary services. AMS
Consulting has proposed to perform the work fora "not-to-exceed" amount of $42,380.
RECOMMENDATION
1. Approve the consultant contract with AMS Consulting to provide pavement
evaluation services for the subject project.
2. Authorize the City Manager to enter into the consultant contract with AMS
Consulting for anot-to-exceed amount of $42,380.
FINANCIAL STATEMENT
Funds for the pavement condition survey and the Pavement Management System
update were allocated in fiscal year 2007-2008 under the General Fund with a budget
amount of $60,000.
