BACKGROUND <br />Beginning with the 1989 Capital Improvement Program, the City of Pleasanton began <br />implementation of the Metropolitan Transportation Commission Pavement Management <br />System (PMS), which provides a rating of streets and recommended treatments based <br />on the level of pavement deterioration, effective timing for maintenance, and costs of <br />maintenance. This system also includes the identification and qualification of all City <br />streets and street surface conditions. Pavement management is an ongoing process, <br />as street surface conditions change constantly due to many factors including time, <br />weather, traffic volume and traffic weight. Because of these factors, the database of <br />street surface conditions must be periodically updated. Additionally, some State funding <br />programs require that 1) each jurisdiction requesting or competing for funding have a <br />pavement management system in place and that 2) pavement conditions must be <br />surveyed according to set time intervals. <br />The City of Pleasanton uses the Metropolitan Transportation Commission computer <br />software program. MTC suggests that users of its Pavement Management System <br />perform condition surveys for local streets bi-annually. Results from the survey provide <br />staff with the primary tool necessary to link the PMS recommended repair program <br />costs to the City of Pleasanton's Capital Improvement Budget to get the maximum <br />return for City expenditures, improving the overall maintenance and rehabilitation of all <br />City streets. <br />CONSULTANT SELECTION <br />Because of the specialized nature of a pavement condition survey and the experience <br />required for this project, a consulting firm was deemed necessary to perform the survey <br />and the update to the City's Pavement Management System. Using the MTC's certified <br />consultant database, a total of six firms were invited to submit proposals, all of which <br />responded. Four firms were selected for an interview. After review and evaluation of <br />the proposals by City staff, AMS Consulting was determined to be the most qualified <br />consultant. Parameters used for the evaluation of the proposals and interviews included <br />presentation, project understanding, project approach, members of the project team and <br />previous experience with similar projects. <br />Previous work performed by AMS Consulting was verified to be satisfactory <br />SCHEDULE <br />The estimated time schedule for updating the PMS is as follows: <br />Page 2 of 3 <br />
