17 <br />THE CITY OF <br />- - ~ CITY COUNCIL AGENDA REPORT <br />PL~E ~S~4NTONe <br />January 20, 2009 <br />Community Development <br />Planning Division <br />TITLE: PUD-76, NATHANIEL MORALES AND CODY WHITE -CONSIDER AN <br />APPLICATION TO REZONE AN APPROXIMATELY 7,500 SQUARE- <br />FOOT PARCEL LOCATED AT 344 AND 346 WEST ANGELA STREET <br />FROM THE RM-1,500 (MULTIPLE-FAMILY RESIDENTIAL) DISTRICT <br />TO THE PUD-HDR (PLANNED UNIT DEVELOPMENT -HIGH DENSITY <br />RESIDENTIAL) DISTRICT AND FOR PLANNED UNIT DEVELOPMENT <br />PLAN APPROVAL TO REMODEL AND CONVERT THE EXISTING <br />DUPLEX UNIT INTO ONE SINGLE-FAMILY RESIDENTIAL HOME AND <br />TO CONSTRUCT TWO NEW ATTACHED SINGLE-FAMILY UNITS IN <br />THE REAR OF THE PROPERTY. <br />SUMMARY <br />Nathaniel Morales and Cody White, owners of the subject property, propose to retain <br />and expand an existing duplex and convert it into asingle-family residence, demolish an <br />existing detached garage, and construct two three story attached single-family homes <br />with two full size tuck-under garages. <br />Both the General Plan and the Downtown Specific Plan land use designation for the <br />subject site are High Density Residential (greater than eight dwelling units per gross <br />acre). The proposed project, with 3 units on approximately 0.17 acres, would result in <br />17.6 units per acre and is therefore consistent with the underlying land use designation. <br />The property owners have agreed to implement all recommended conditions of approval <br />as shown in Attachment 1, Exhibit B. Staff and the Planning Commission believe that <br />the project, as conditioned, is well designed and is consistent with the Downtown <br />Specific Plan and Downtown Design Guidelines. <br />PLANNING COMMISSION RECOMMENDATION <br />By a 3-1 vote, the Planning Commission recommended approval of the project, subject <br />to the conditions shown in Attachment 1. <br />RECOMMENDATION <br />Staff recommends that the City Council <br />Find that the proposed PUD development plan is covered by the previously <br />approved Final Environmental Impact Report for the Downtown Specific Plan. <br />2.
