MINUTES <br />CITY OF PLEASANTON <br />SPECIAL CITY COUNCIL MEETING <br />June 10, 2008 <br />CALL TO ORDER: Mayor Hosterman called the special meeting to order at 6:00 p.m. <br />Roll Cail <br />Present: Councilmembers Cook-Kallio, McGovern, Sullivan, Thorne, Mayor Hosterman <br />Absent: None <br />Public Comments: None <br />Council adjourned to Closed Session for the following purpose: <br />Conference with Real Property Negotiator -pursuant to Government Code §54956.8 <br />Property: Acquisition of the Alameda County Transportation Corridor <br />Agency negotiator: Nelson Fialho <br />Negotiating parties: County of Alameda <br />Under negotiation: Price, terms of payment, or both concerning the purchase and acquisition <br />of the Alameda County Transportation Corridor between Bernal Avenue <br />and Stanley Boulevard <br />The City Council reconvened in open session at 6:30 p.m. City Attorney Roush said the City <br />Council authorized a purchase and sale agreement between the City and Alameda County be <br />placed on its June 17`h agenda for Council's consideration for acquisition of the corridor. <br />Consider the Staples Ranch Community Park Master Plan <br />City Manager Fialho said in November of last year, staff convened a joint session of the <br />Planning Commission and City Council and discussed the preliminary PUD applications for the <br />Staples Ranch project. Staff is processing PUD applications for Staples Ranch consistent with <br />an MOU entered into with the County of Alameda that contemplates relocating the Auto Mall at <br />the corner of Rosewood and Santa Rita to a location on Staples Ranch. Staff is also <br />considering a proposal to construct a senior housing community on Staples Ranch referred to <br />as CLC, a retail center to be developed by Fremont Land, a 17-acre community park to be <br />owned and maintained by the City, as well as a complimentary 5-acre neighbor park, for a total <br />open space area of 22 acres. <br />Staff received specific direction from the Planning Commission 'and City Council as to <br />proposals, had an opportunity to hear from the public, and a joint policy statement was read into <br />the record by two advocacy groups; Friends of Pleasanton and Pleasanton First, where they <br />talked generally about their view of Staples Ranch relating to private and public uses. They <br />asked staff to initiate a community park master planning process, which the Council concurred <br />with and directed staff to begin. <br />Jim Wolfe, Director of Parks and Community Services, provided a brief background of the plan, <br />stating a number of community workshops were held, the discussion included the neighborhood <br />park as well as other projects identified, and attachments in the packet indicate the community's <br />comments. He said originally there were plans for bocce courts which were removed from the <br />plan due to reconfiguration of the detention basin. He noted there is parking in the <br />Neighborhood Park, trail staging area, restrooms, play areas, loop trails and access to the <br />
