PLANNING COMMISSION <br />CITY OF PLEASANTON <br />COUNTY OF ALAMEDA <br />STATE OF CALIFORNIA <br />RESOLUTION NO. 1851 <br />A RESOLUTION APPROVING A NEGATIVE DECLARATION FOR <br />THE PLANNING COMMISSION OF THE CITY OF PLEASANTON <br />FILED UNDER RZ-80-3. <br />WHEREAS, the Planning Commission has applied to rezone those sites <br />located on the north side of Vineyard Avenue which are fully <br />developed as apartment projects from the RM-4000 (P4ultiple <br />Residential, 11 units per acre) District to those zoning <br />districts under which the sites were developed, including <br />the following locations: 3767 Vineyard Avenue, Wisteria <br />Lane Apartments - RM-4000 to RM-2500; 3819 Vineyard Avenue, <br />Pleasanton Greens Apartments - Rb1-4000 to RM-2500; 3955 <br />Vineyard Avenue, Del Arroyo Apartments - Rb1-4000 to PUD <br />High Density Residential (23 to 25 units per acre); <br />4095 Vineyard Avenue, Vintage Townhouse - Rb1-4000 to <br />RM-1500; 3969 Vineyard Avenue, Del Arroyo Apartments - <br />RM-4000 to RM-2500; and <br />WHEREAS, said proposal was based upon an Initial Study done pursuant <br />to the Environmental Impact Guidelines and Procedures adopted <br />by the City Council of Pleasanton by Resolution No. 77-66; <br />and <br />WHEREAS, the Planning Commission, at its meeting of March 12, 1980 <br />received the Initial Study and proposed Negative Declaration <br />in a report from the Director of Planning and .Community <br />Development dated March 12, 1980 regarding the aforementioned <br />project; and <br />WHEREAS, the Planning Commission was advised by the City Attorney <br />of its responsibilities in reviewing the proposed Negative <br />Declaration and the determinations required by Section 5.4(e) <br />of Resolution No. 77-66; and <br />WHEREAS, each member of the Planning Commission had before him/her <br />copies Hof Resolution No. 77-66 at the time of considering <br />the proposed environmental assessment, which has previously <br />been published in the Pleasanton Times, at the time of the <br />public hearing on the aforementioned project; and <br />WHEREAS, upon receipt of the staff report and public input, the <br />Planning Commission reviewed the provisions of the City's <br />Guidelines and Processing Procedures for the evaluation <br />of projects and preparation of Environmental Impact Reports <br />in order to determine if a Negative Declaration is appropriate <br />l' for the project and what mitigation measures, if any, must <br />be undertaken to ensure that the project will not have a <br />significant impact upon the environment. <br />
