PLANNING COMMISSION CITY OF PLEASANTON <br />ALAMEDA COUNTY, CALIFORNIA <br />RESOLUTION NO. PC-88-03 <br />RESOLUTION APPROVING CASE UP-87-60, PACIFIC SOUTHWEST <br />REALTY CO./SECURITY PACIFIC NATIONAL BANK <br />WHEREAS, Pacific Southwest REalty Company and Security Pacific <br />National Bank have applied for a use permit to establish <br />a bank facility consisting of the installation of an <br />automatic teller machine to be located t 4626 Willow <br />Road; and <br />WHEREAS, zoning for the property is PUD (Planned Unit <br />Development) - Industrial/Commercial and Offices <br />District; and <br />WHEREAS, at their duly noticed public hearing of January 13, <br />1988, the Planning Commission considered all public <br />testimony, relevant exhibits, and recommendations of the <br />City staff; and <br />WHEREAS, A. That the proposed location of the conditional use is <br />in accordance with the objectives of the zoning <br />ordinance and the purposes of the district in which the <br />site is located. <br />The proposed use requires relatively simple physical <br />facilities in which to operate. The commercial building <br />in which this use will be located can provide an <br />appropriate environment in which such a <br />financial-oriented use would be compatible. Currently, <br />there are 8 banks located downtown and the proposed use <br />is consistent with the new bank policy. An ATM facility <br />is not a full service financial institution. Its <br />operation at this site would not have an adverse impact <br />on any downtown bank or the downtown area. <br />B. That the proposed location of the conditional use <br />and the conditions under which it would be operated or <br />maintained will not be detrimental to the public health, <br />safety, or welfare, or materially injurious to <br />properties of improvements in the vicinity. <br />The proposed use will not affect the availability of <br />parking spaces for Security Pacific's Administrative <br />Office. The location of the ATM is a considerable <br />distance from entrances to adjacent uses in the <br />building, eliminating potential conflicts between office <br />workers and ATM users. With this in mind, the proposed <br />use will not be detrimental to the public health, <br />safety, and welfare, or materially injurious to <br />properties or improvements in the vicinity. <br />- 1 - <br />
