MEMORANDUM OF UNDERSTANDINGiCOVERING THE RIDGELAND8 AREA <br />THIS MEMORANDUM OF UNDERSTANpING ("MOU") is entered into <br />this ~ ~j~-~,.. day of C- ~@l,~ 1993, between the <br />City of Hayward, a municipal corporation ("Hayward"), the City of <br />Pleasanton, a municipal corporation ("Pleasanton"), and Alain®ds <br />County, a political subdivision of the State of California <br />("County"). <br />WHEREAS, the Ridgelands Area includes approximately 13,000 <br />acres generally bounded by I-580, Palomares Road, Niles Canyon <br />Road, Foothill Road, and the 670 foot Residential/Open Space <br />boundary in the Pleasanton General Plan exclusive of the existing <br />communities of Sunol, Kilkare Canyon and Castlewood; and <br />WHEREAS, the boundaries of the Ridgelands Area are shown on <br />the attached Exhibit "A"; and <br />WHEREAS, part of the Ridgelands Area is within Hayward, part <br />is within Pleasanton and the remainder is unincorporated area of <br />the County; and <br />WHEREAS, the Ridgelands Area is largely comprised of steeply <br />sloping, heavily forested land, which now is of primarily pasture <br />open space and which offers opportunities for high value active <br />and passive open space uses, both park and quasi-public; and <br />WHEREAS, significant development of the Ridgelands Area and <br />the necessary infrastructure to serve such development would <br />impact the views of the Area, be an expensive and inefficient use <br />of public resources, occur in potentially unstable, sloping areas <br />which are relatively difficult for emergency services to reach, <br />impair areas of important continuous native habitat, including <br />riparian corridors, thereby harming the wildlife that relies on <br />these areas for its survival as well as reducing the diversity of <br />species, and decrease, if not eliminate, the economic viability <br />of agricultural areas in the Ridgelands Area; and <br />WHEREAS, Hayward, Pleasanton and County each has land use <br />and development policies which. are applicable to the Ridgelands <br />Area but each of which vary in many respects; and <br />WHEREAS, the parties have long recognized the Ridgelands <br />Area as a valuable natural resource and a regional asset and the <br />parties recognize that protection of this resource will require <br />the cooperation of each other; and <br /> <br /> <br />S <br />- 1 - <br />
