MINUTES PLEASANTON CITY COUNCIL GENERAL PLAN WORKSHOP August 29, 2006 1. Call to Order: The workshop was called to order by Mayor Jennifer Hosterman at 6:30 p.m., with Councilmembers Brozosky, McGovern, Sullivan, and Thorne present. 2. Draft Circulation Network: Review refinement to the 'Working Draft" General Plan Circulation (Roadway) Network (SR 06:204) Community Development Director Jerry Iserson presented the staff report. Mayor Hosterman requested a review of the process before any infrastructure improvement is made in the city, including the public input process. She indicated that even though Council may decide an improvement is necessary, it doesn't mean it will actually be built. Director Iserson indicated that items would be identified in the General Plan. When it comes time to build an improvement, it would be included in the capital improvement program to be ranked by Council priority and funding available. Staff would then seek approval to go to bid and move forward with the project. All steps would involve public hearings. He described how funding becomes available for various projects and continued various changes to Altemative B. Councilmember Sullivan asked how the alternatives would be handled for the traffic modeling and if they would be part of the environmental impact report. Director Iserson said that was correct. The EIR will include a model run on the existing 1996 General Plan circulation network, which includes Stoneridge Drive and the West Las Positas Interchange. There will be two alternative land use plans for the purposes of the EIR and a range of alternatives to contrast the various options, improvements and land uses. Staff will start work on the EIR soon and hope to have it to Council in the spring of 2007. Councilmember Sullivan referred to the concerns in the Santa Rita/Valley Avenue neighborhood about the three left turn lane issue and asked if that will be in the model run. Director Iserson indicated that was correct and that there would be discussions regarding possible modifications and implications of removing one of the left turn lanes. Council member Sullivan felt this area should be reviewed as a Valley Avenue Corridor to see how factors like the Home Depot project relate to other issues before making a final decision on whether to have three lanes.
