<br />Public Works Director Rob Wilson indicated the modeling done for the triangle study did <br />not include Stone ridge Drive. Staff is now including Stoneridge for a separate run as <br />agreed with the other participating cities who are doing the triangle study. <br /> <br />Mayor Hosterman explained the triangle policy committee came about as a result of issues <br />regarding infrastructure improvements on '-580, 1-680 and State Route 84. This is a study <br />funded mostly by Alameda County Congestion Management Agency. A review has been <br />done of various infrastructure improvements and the model and the data will be available <br />some time in October. Pleasanton has requested a model of the Stone ridge Drive <br />extension because of the concerns in the Valley regarding circulation on the freeway <br />system. Both Dublin and Livermore have concerns about taking the Stone ridge Drive <br />extension out of Pleasanton's General Plan. <br /> <br />Councilmember McGovern referred to attachment 2, page 1, which referred to East Dublin <br />Properties Roadway Network as being a regional issue to be addressed in the model run. <br />She requested further explanation. <br /> <br />Director Wilson said that was something the City of Dublin had in its General Plan and the <br />model used those assumptions. <br /> <br />Council member McGovern believed assumptions were the most important part of any <br />traffic model and asked if staff agreed with the traffic generation assumptions complied by <br />Dublin. She referred to the intersection of Sunol Boulevard at Castlewood Drive and noted <br />the intersection of Foothill Boulevard at Castlewood Drive was taken out of the model <br />because it was in County jurisdiction. She asked if Sunol Boulevard was in the County <br />jurisdiction. <br /> <br />Director Wilson responded that it was in the County and would be taken out of the future <br />models. <br /> <br />Councilmember McGovern then referred to Santa Rita Road at Black Avenue and <br />changes to Francisco Street and felt that involved the Alisal Elementary School and <br />possibly Amador Valley High School. She wanted to make certain any plans around <br />schools be forwarded to the School District for discussion before any decisions are made <br />to change traffic around schools. She clarified that the constrained gateway policy was no <br />longer being done at Sunol Boulevard and Sycamore Valley Boulevard. <br /> <br />Director Iserson agreed and said that policy would be deleted. <br /> <br />Councilmember McGovern wanted to make sure the public was aware that when a model <br />is run for something like the extension of EI Charro Road, Busch to EI Charro, that it is <br />done only to see how decisions will effect the long term traffic circulation of the city. The <br />decision to construct a particular improvement will be part of later General Plan <br />discussions. She noted community concerns raised about areas not previously discussed, <br />such as cut through traffic on Kolin. She asked if these issues would be addressed. She <br />raised concerns about West Las Positas Boulevard in front of Fairlands School and noted <br />that cars are using the wide bike lane. <br /> <br />Director Wilson said the second issue, dealing with existing roadway sections, would not <br />be part of the General Plan and that it would be addressed by the School Safety <br />Committee or by referral to staff.
