<br /> MINUTES <br /> OF THE <br /> CITY COUNCIL PRIORITIES WORKSHOP <br /> August23,2005 <br />1. Workshoo Call to Order <br /> The meeting was called to order at 6:34 p.m. by Mayor Jennifer Hosterman. <br /> Those in attendance were: City Councilmembers Steve Brozosky, Cindy McGovern, <br />Matt Sullivan, Jerry Thorne, and Mayor Jennifer Hosterman. Staff members present were: <br />Nelson Fialho, City Manager; Michael Roush, City Attorney; Dawn Abrahamson, City Clerk; <br />Jacqui Diaz, Assistant to the City Manager; Pamela Ott, Economic Development Manager; Jerry <br />Iserson, Director of Planning and Community Development; Tim Neal, Police Chief; Julie <br />Farnsworth, Director of Library Services; William Cody, Fire Chief; Rob Wilson, Director of <br />Public Works; and Jim Wolfe, Director of Parks and Community Services. <br />2. MEETING OPEN TO THE PUBLIC <br /> Mayor Hosterman invited public comments. <br /> John Harvey, a Pleasanton resident, mentioned that several individuals had been <br />meeting over the past several months to discuss improvements to residential zoning in the <br />general downtown area. In addition to recommending changes that will better match the zoning <br />to much of the non-conforming lots and structures, he believed the zoning should allow and <br />perhaps encourage in-law units and greater utilization of small lots in the downtown residential <br />area. He requested Council to acknowledge or recognize spending time in its discussion about <br />housing stock and where it would be located in the City. He referenced a letter, which he <br />presented to Council prior to its workshop in which he presented a vision statement that <br />included the entire southern territory of Pleasanton, an area generally bounded to the north and <br />east by Pleasanton city limits to the west by Interstate 680 and to the south by Vallecitos Road. <br />He encouraged Pleasanton to take a leading role in helping to pull the various government <br />jurisdictions together to work with landowners in the area to come up with a vision that would <br />potentially protect much of the southern area. <br /> Charles Huff, a Pleasanton resident, concurred with Mr. Harvey's comments. He noted <br />that he and several individuals plan to work with staff to come up with some changes in possible <br />zoning situations, possibly the R-1 5000 zone which does not exist. This would also density the <br />Downtown area and use areas that currently under zoning laws are not able to be used and <br />assist those who want to move to the Downtown. <br /> Ms. McGovern believed that when the Tully's building was being redone on Main Street <br />there had been a suggestion of placing housing above it, which she believed received negative <br />support from the Pleasanton Downtown Association (PDA). She also believed there had been <br />discussion with City staff about this issue. <br /> Mr. Huff said yes. As a City, he believed this issue needed to be addressed to intensify <br />the second story uses of the buildings in the Downtown.
