MINUTES
OF THE
JOINT WORKSHOP
CITY COUNCIL - PARKS AND RECREATION COMMISSION

May 12, 20O5

1. Workshop Call to Order/Meetinq Open to the Public
The meeting was called to order at 7:00 p.m. by Mayor Jennifer Hosterman.

Those in attendance were: City Councilmembers Steve Brozosky, Cindy
McGovern, Matt Sullivan, and Mayor Jennifer Hosterman; Parks and Recreation
Commissioners Jim Dibiase, Karen EIIgas, Kurt Kummer, Kathy Narum, Jerry Pentin
and Jerry Thorne

Staff members present were: Nelson Fialho, City Manager; Michael Roush, City
Attorney; Jerry Iserson, Planning Director; Wayne Rasmussen, and Michael
Fotheringham.

2. Presentation and Discussion Reqardin,q the Bemal Property (SR 05:131)

Jerry Iserson introduced consultants, Wayne Rasmussen and Michael
Fotheringham.

Wayne Rasmussen presented the staff report, including the five site plan
alternatives and two alternatives for the community park.

Mr. Kummer believed that a major part of future planning involved the ACE train
station. He asked if the station were not placed on the Bernal property, would there be
ramifications due to prior agreements?

Mayor Hosterman indicated there are on-going discussions with the County of
Alameda. There must be an environmental impact report (EIR) process for the Bemal
property and it will analyze the property with and without the station. Many questions
will be answered in that process, so we don't have to deal with them right now.

Mr. Fialho explained there was an agreement executed as part of the
preannexation of the Bernal property that required the City of Pleasanton to consider
the placement of an ACE station on the Bernal property. That has been done
throughout the planning process and will be included in the EIR process. The City is not
technically obligated to locate a station on the Bemal property, but is obligated to
consider it as part of the land use makeup.

Joint Workshop
City Council and Parks and Recreation Commission
1 05/12/05
