MINUTES <br /> OF THE <br />CITY COUNCIL WORKSHOP <br />AUGUST 20, 2001 <br /> <br />1. CALL TO ORDER <br /> <br /> The City Council Workshop was called to order by Mayor Pico at 7:05 p.m. on <br />August 20, 2001 in the Pleasanton Library Meeting Room. <br /> <br /> Councilmernbers present were Kay Ayala, Matt Campbell, Becky Dennis, <br />Sharrell Michelotti, and Mayor Tom Pico. Staff members present were Deborah <br />McKeehan, City Manager; Michael Roush, City Attorney; and Brian Swift, Director of <br />Planning and Community Development. <br /> <br />2. DISCUSSION OF THE PONDEROSA/BUSCH PROPERTY <br /> <br /> Brian Swift presented the staff report describing the basic land uses for the <br />property. <br /> <br />Ms. Ayala was surprised at the request of Zone 7 for wells on this property. <br /> <br /> Mr. Swirl explained that Zone 7 intends to drill a number of new wells in the City. <br />This proposed site is near a major water line, so it is a good location. It is aware there is <br />a well on the City's Operation Service Center property, but is confident the two wells will <br />operate without negative impacts on each other. It has also proposed to drill three wells <br />on the Bernal property. The master plan is to provide 80% of the Tri-Valley's water <br />needs by local wells. <br /> <br />Ms. Ayala asked if there was a downside to so many wells. <br /> <br /> Mr. Swift said it depends on how the wells are operated. For the most part, no <br />more water is taken out than is allowed in the annual safe yield standards. The number of <br />wells does not affect that. Using local wells provides better water quality at a lower cost. <br /> <br />Ms. Dennis asked how the wells would affect the surrounding areas aesthetically. <br /> <br /> Mr. Swift said wells are usually a good neighbor and most of the time people are <br />unaware they are in place. However, bigger pumps and generators are being used at <br />present, which requires a building to house them and to buffer any noise. That takes a <br />little bit of land. He believed a well would co-exist compatibly with the school. He <br />further described the necessary access to various well locations. <br /> <br /> Mayor Pico suggested the members of the Zone 7 Liaison Committee get more <br />information from Zone 7 on the proposed wells at its next meeting. <br /> <br />City Council Workshop 1 08/20/01 <br />Minutes <br /> <br /> <br />
