MINUTES <br /> of <br /> THE MEETING <br /> of <br /> THE CITY COUNCIL <br /> <br /> January 28, 1974 <br /> <br /> CALL TO ORDER - PLEDGE TO THE FLAG <br /> Mayor Robert Pearson called the Regular Meeting of the City Council to order at <br /> 8:00 P.M., and then led the Pledge of Allegiance to the flag. <br /> <br /> ROLL CALL <br /> Deputy City Clerk Doris George called the roll which is recorded as follows: <br /> Councilmen Herlihy, Kinney, Mori, Reid, and Mayor Pearson were present. Mr. Edgar, <br /> City Manager, Mr. Scheidig, City Attorney, Mr. Campbell, Assistant City Manager/ <br /> Director of Public Works, Mr. Sooby, Director of Engineering Services, and Mr. <br /> Miller, Assistant to the City Manager, were present. <br /> <br /> AGENDAAMENDMENTS <br /> Mayor Pearson requested that Livemore City Councilman Archer Futch be allowed <br /> to make a presentation after adoption of the Consent Calendar. <br /> <br /> CONSENT CALENDAR <br /> It was moved by Councilman Mori, and seconded by Councilman Kinney, that the <br /> following items listed on the Consent Calendar, be approved: <br /> <br /> a. Approval of City Council Minutes for January 21, 1974. <br /> <br /> b. Adoption of Resolution No. 74-13, relating to designation of Polling Places <br /> and appointment of Election Officers. <br /> <br />-- c. Acceptance of Deed from Reynolds C. Johnson for a parcel of property for <br /> Street Purposes on Johnson Industrial Drive. <br /> <br /> The roll call vote was as follows: <br /> AYES: Councilmen Herlihy, Kinney, Mori, Reid, and Mayor Pearson <br /> NOES: None <br /> ABSENT: None <br /> <br /> PRESENTATION BY ARCHER FUTCH <br /> Councilman Archer Futch, City of Livemore, addressed the Council requesting <br /> support of the Pleasanton City Council regardingi'LAFCo's policy on Livermore's <br /> Sphere of Influence and that of the other public Jurisdictions in the Valley, and <br /> to recommend to LAFCo that the proposed new/~own of Las Positas be annexed to the <br /> City of Livemore and that Livermore's Spbdre of Influence should include those <br /> areas in the Livemore planning area thaiare planned for urban development. Mr. <br /> Dan Lee, Director of Public Works for the City of Livemore, displayed a map show- <br /> ing the areas in question. <br /> <br /> It was moved by Councilman Herlihy, and seconded by Councilman Mori, that <br /> Resolution No. 74-14, relating to support of Livermore'S Sphere of Influence and <br /> LAFCo's policy regarding annexations and spheres of influence, be adopted. <br /> The roll call vote was as follows: <br /> AYES: Councilmen Herlihy, Mori, Reid, and Mayor Pearson <br /> NOES: Councilman Kinney <br /> ABSENT: None <br /> <br /> Councilman Kinney stated that while he is a staunch supporter of local govern- <br /> ment, he felt LAFCo has shown more overall planning in this area, therefore, he <br /> could not support the City of Livemore in this matter. <br /> <br /> PUBLIC HEARINGS <br /> Application of Pleasanton Garbage Service} Inc.} ~or a rate increase <br /> (Continued from Januar7 14~ 1974) <br /> Mr. Edgar stated this matter had been continued for several meetings to gather <br /> further information on this matter, and that the public hearing had been continued <br /> open from the meeting of January 14, 1974. <br /> <br /> <br />
