Mr. Edgar stated the rate increase was necessitated by increased labor costs <br /> incurred by Pleasanton Garbage Service, effective April 1, 1974, and to comply <br /> with agreement to provide a dump site within a three mile radius of the City limits. <br /> <br /> Mr. Miller presented the staff report regarding this matter, recommending a <br /> 22.5% increase in garbage collection fees for residential and commercial; and in- <br /> crease in the franchise fee to the City; and that an annual audit be provided the <br /> City verifying the financial status of the Pleasanton Garbage Service. <br /> <br /> Mro Joe Schwab, Attorney representing Pleasanton Garbage Service, stated that <br /> the ultimate decision regarding the transfer station would come from the County, <br /> however, he urged City Council endorsement of this application. Mr. Schwab stated <br /> that as far as the rate structure, this was decided upon with the City staff and <br /> is a uniform rate makeup. <br /> <br /> Mr. Lee Amaral, Attorney representing John Petronave and former owner of the <br /> Pleasanton Garbage Service, stated his client was not opposed to the rate increase <br /> but did feel the site for the transfer station was not an ideal location. He <br /> further stated Mr. Petronave lives at the garbage dump site and owns 200 acres <br /> adjacent, and urged a more in-depth study regarding location before approving this <br /> site for a transfer station. <br /> <br /> It was moved by Councilman Mori, and seconded by Councilman Kinney, that the <br /> public~ear~e closed. <br /> The roll call vote was as follows: <br /> AYES: Councilmen Herlihy, Kinney, Mori, Reid, and Mayor Pearson <br /> NOES: None <br /> ABSENT: None <br /> <br /> It was moved by Councilman Reid, and seconded by Councilman Kinney, re-affirm- <br /> ing the City Council position to support the Pleasanton Garbage Service application <br /> for a transfer station on Vineyard Avenue. <br />---- The roll call vote was as follows: <br /> AYES: Councilmen Herlihy, Kinney, Mori, Reid, and Mayor Pearson <br /> NOES: None <br /> ABSENT: None <br /> <br /> After discussion, it was moved by Councilman Reid, and seconded by Councilman <br /> Kinney, authorizing staff to modify the agreement with Pleasanton Garbage Service <br /> to include a rate increase of 22.5% for all residential and commercial service, a <br /> requirement for certified public audit on an annual basis to be submitted to the <br /> City, and provision of an increase in the franchise fee; and authorized execution <br /> of said modification by the Mayor. <br /> The roll call vote was as follows: <br /> AYES: Councilmen Herlihy, Kinney, Mori, Reid, and Mayor Pearson <br /> NOES: None <br /> ABSENT: None <br /> <br /> Councilman Kinney requested that the Pleasanton Garbage Service provide a semi- <br /> annual clean-up service instead of annually. <br /> <br /> Mayor Pearson recessed the meeting at 9:35 P.M. <br /> <br /> Mayor Pearson reconvened the meeting at 9:45 P.M. <br /> <br /> MATTERS CONTINUED FOR DECISION <br /> There were no matters continued for decision scheduled for this meeting. <br /> <br /> SPECIAL REPORTS <br /> Report of the Traffic Committ.ee~ Re: Two-way left turn channel on First Street <br /> Mr. Sooby presented the staff report regarding this matter, stating that staff <br /> and the Traffic Committee recommend that two-way left turn lanes be established on <br /> First Street in order to clarify channelization and to provide a refuge for left <br /> turning traffic. He displayed a drawing showing how this concept would be accom- <br /> plished. <br /> <br /> Mayor Pearson stated there should be a better way to accommodate this concept. <br /> Councilman Reid agreed with Mr. Pearson. <br /> <br /> 2. 1/28/74 <br /> <br /> <br />
