MINUTES <br /> of <br /> THE MEETING <br /> of <br /> THE CITY COUNCIL <br /> <br /> February 24, 1977 <br /> <br />CALL TO ORDER <br /> Mayor Robert Philcox called the Adjourned Regular Meeting of the City Council <br />to order at 5:00 P.M. <br /> <br />ROLL CALL <br /> The roll call is recorded as follows: Councilmembers Brandes, Herlihy, <br />LeClaire, Mercer, and ~[~yor Philcox were present. Mr. Edgar, City ~nager, <br />Mr. Scheidig, City Attorney, Mr. Campbell, Assistant City Manager/Director o'f <br />Public Works, and Mr. Walker, Assistant to the City ~nager, were present. Mr. <br />John Davis, representing LAVW~L~, was also present. <br /> <br />REVIEW OF MID-YEAR BUDGET <br /> Mr. Edgar indicated that the report had been prepared and discussed with <br />individual members of the City Council. Certain questions+ that were raised <br />had been answered by Mr. Walker, and that unless additional questions were <br />forthcoming the staff had no additional comments to make at this time. <br /> <br /> Mr. Ec~gar ,~ent on to state that the information included in the Mid--Year <br />Budget would be used with the information included in the Preliminary Budget <br />in ordar to determine the forecast for next year. The Preliminary Budget is <br />to be presented to the city Council in approximately one month. <br /> <br /> After several questions were answered, Councilmember Mercer commended Mr. <br />Walker on his presentation and efforts in preparing the Mid-Year B~dget. <br /> <br />REVIEW OF LAVWMA ALTERNATIVES <br /> Mr. Edgar presented a preliminary staff report which indicated that there <br />were several options now pending before the LAVWMA Board as follows: <br /> <br /> A. A May 1977 election which would involve a broadly worded bond issue. <br /> B. A May 1977 election which would involve specific authorization for <br /> the Dublin Canyon (Boekmer Summit) alternative. <br /> C. A November 1977 election which would involve authorization for the <br /> se!~cted project. <br /> <br /> Mr. Edgar indicated that Option C, in th~ staff's opinion, is the only <br />option which would enable the LAVItMA Board to accomplish what they now intend <br />to do. <br /> <br /> !i-~yor Philcox stated that he felt the project was a mandated project and <br />that O~tions A and B were not feasible at this time because of the need to <br />accomplish the studies. He did feel that Pleasanton's particular problem <br />with the Sunol Plant was unique and that it was important for the Pleasanton <br />City Council to formulate and implement a solution as soon as possible. <br /> <br /> <br />
