MINUTES <br /> of <br /> THE MEETING <br /> of <br /> THE CITY COUNCIL <br /> <br /> February 8, 1977 <br /> <br /> CALL TO ORDER <br /> Mayor Robert Philcox called the Adjourned Regular Meeting of the City <br /> Council to order at 5:30 P.M., at the Pleasanton Council Chambers. <br /> <br />..... ROLL CALL <br />~> The roll call is recorded as follows: Councilmembers Brandes, Herlihy, <br />~.~ LeClaire, Mercer, and Mayor Philcox were present. Mr. Edgar, City b~nager, <br />~!, Mr. Scheidtg, City Attorney, Mr. Campbell, Assistant City Manager/Director of <br /> Public Works, Mr. Caporusso, Director of Human Services, and Mrs. Bengston, <br /> Swimming Pool Director, were present. Mr. Ariahas, representing the School <br /> District, was also present. <br /> <br /> AGENDA AMENDMENTS, <br /> The following two items were added to the agenda: <br /> <br /> 1. City Council authorization to appropriate Pleasanton~s share for LAVW'HA <br />.--- expenditures. <br /> <br /> 2. City Council allocation, Re: Proposition 2 Funds. <br /> <br /> FURTHER DISCUSSION RE: CLOSING OF. AQUATIC CENTER <br /> Mayor Philcox asked the staff to review the most recent report on this <br /> ~tter. Mr. Caporusso briefly summarized his report dated February 8, 1977. <br /> <br /> Councilmember Herlthy stated ttmt, in his opinion, until a National energy <br /> policy was developed and some semblance of consistency was apparent at the <br /> local level, the City's policy regarding the Aquatic Center should be the same <br /> as it always has been. <br /> <br /> Councilmember Mercer indicated that he felt that staff's position was <br /> appropriate and that staff action that had been taken previously was proper, <br /> and that the California Public Utilities Cormmission had reneged significantly <br /> on its prior position and was backing off from its responsibilities. He felt <br /> in light of this irresponsible action by the PUC that Pleasanton should imple- <br /> ment the program outlined in the staff report. <br /> <br /> Councilmember LeClaire stated that although the co~aents relatin~ to the <br /> PUC were appropriate and that it was unfortunate that they were backing away <br /> from their responsibilities that the City should assume a position of leader- <br /> ship and responsibility in this area and attempt to conserve all resources <br /> that ~he City has. <br /> <br /> Councilmember Brandes stated that he supported the staff report and <br /> favored the concept of consolidation and conservation outlined in the report. <br /> <br /> <br />
