MINUTES <br /> of <br /> THE MEETING <br /> of <br /> THE CITY COUNCIL <br /> <br /> January 30, 1978 <br /> <br />CALL TO ORDER <br /> Mayor Robert Philcox called the Special Meeting of the City Council to <br />order at 8:00 P.M. <br /> <br />ROLL CALL <br /> Deputy City Clerk Doris George called the roll which is recorded as follows: <br />Councilmembers Brandes, Herlihy, LeClaire, Mercer, and Mayor Philcox were present. <br />Mr. Brown, City Manager, Mr. Scheidig, City Attorney, Mr. Levine, Deputy City <br />Attorney, Mr. Harris, Director of Planning and Community Development, Mr. Swift, <br />Planning Analyst, Mr. Campbell, Director of Public Works and Utilities, Mr. Sooby, <br />Director of Engineering Services, and Mr. Lamb, Traffic Engineer, were present. <br /> <br />CONSIDEP~TIO~ OF ABAG ENVIRO}~!ENTAL MANAGEMENT TASK FORCE REPORT <br /> After discussion, Council determined to hold a public hearing regarding the <br />ABAG Environmental Task Force Report, on February 21, 1978, 7:30 P.M., Pleasanton <br />Council Chambers. <br /> <br />REVIEW OF RESIDENTIAL ALLOCATION PLaN <br /> Mayor Philcox stated that after several workshop sessions to review the <br />Residential Allocation Plan, it was now in order for Council to determine if <br />they wanted a Residential Allocation Plan, and if so, which alternative they <br />felt should be implemented and the point system to be used. <br /> <br />Determination of I,Faether or Not to Implement a Residential Allocation Plan <br /> It was moved by Councilmember Mercer that the City of Pleasanton not have a <br />Residential Allocation Plan. <br /> <br /> The motion died for lack of a second. <br /> <br /> After considerable discussion, it was the consensus of the Council that a <br />Residential Allocation Plan was necessary for the controlled and reasonable <br />growth of the City. <br /> <br /> Mayor Philcox recessed the meeting at 9:05 P.M. <br /> <br /> Mayor Philcox reconvened the meeting at 9:25 P.M. <br /> <br />Mandatory Elements <br /> Council reviewed and made the following determinations on the Mandatory <br />Elements: <br /> <br />Energy <br /> It was moved by Councilmember LeClaire, and seconded by Councilmenber Brandes, <br />to include the Energy Element as presented in the proposed Residential Allocation <br />Plan. <br /> <br /> <br />
