MINUTES <br /> of <br /> THE MEETING <br /> of <br /> THE CITY COUNCIL <br /> <br /> January 16, 1978 <br /> <br />CALL TO ORDER <br /> Mayor Robert Philcox called the Adjourned Regular Meeting of the City Council <br />to order at 8:25 P.M. <br /> <br />ROLL CALL <br /> Deputy City Clerk Doris George called the roll which is recorded as follows: <br />Councilmembers Brandes, Herlihy, LeClaire, Mercer, and Mayor Philcox were present. <br />Mr. Brown, City ~nager, Mr. Scheidig, City Attorney, Mr. Levine, Deputy City <br />Attorney, Mr. Harris, Director of Planning and Community Development, and Mr. <br />Swift, Planning Analyst, were present. <br /> <br />REVISED FOURTH YEAR HOUSING AND COMMUNITY DLYELOPMENT APPLICATION <br /> Mr. Harris presented his report dated January 12, 1978, regarding this matter. <br /> <br /> Mayor Philcox stated this item had been continued from the meeting of January <br />10, 1978, for further review. He further stated he felt $2,000.00 of the increased <br />amount of $7,797.00 Housing and Community Development Act funds should be allocated <br />to the Parcourse for Elderly in Kottinger Place, with the remainder allocated to <br />the Garner Austin Workshop. <br /> <br /> Councilmember Herlihy stated that after visiting the Garner Austin Workshop <br />last week, he would support allocating the entire amount of increased funds to <br />this project. He inquired if the money could be kept in City funds until the <br />Garner Austin proposed facility had been acquired. Staff advised the money <br />could be held by the City Treasurer for one year but should be disbursed within <br />that time. <br /> <br /> After discussion, it was moved by Councilmember Brandes, and seconded by <br />Councilmember LeClaire, that Resolution No. 78-11, approving revised Fourth Year <br />Housing and Community'Development Act funds, in the amount of approximately <br />$7,797.00, be allocated to the Garner Austin Workshop, be adopted. <br /> <br /> Mayor Philcox made a motion to amend the motion to decrease the amount of <br />money allocated to the Garner Austin Workshop by $2,000.00, for the Elderly <br />Parcourse; and the motion was seconded by Councilmember Mercer. <br />The roll call vote was as follows: <br />AYES: Councilmember Mercer and Mayor Philcox <br />NOES: Councilmembers Brandes, Herlihy, and LeClaire <br />ABSENT: None <br /> <br />The roll call vote on the oriSinal motion was as follows: <br />AYES: Councilmembers Brandes, Herlihy, LeClaire, Mercer, and }~yor Philcox <br />NOES: None <br />ABSENT: None <br /> <br />REVIEW OF RESIDENTIAL ALLOCATION PROGRAM <br /> Mayor Philcox stated this matter had been continued from the meeting of <br />January 3, 1978, for further study. <br /> <br /> <br />
