Mr. Swift reviewed the Fiscal Concerns of the Residential Allocation Program as follows: 1. Missing Linkages 2. Capital Facility/Utility Dedications 3. In-filling 4. Extra Costs and Features 5. Voluntary Contribution to Capital Improvement Program Councilmembers discussed various concerns regarding each category. Mayor Philcox stated the next meeting scheduled to further discuss the Residential Allocation Program would be held on Tuesday, January 17, 1978, 8:00 P.M., Pleasanton Council Chambers. APPROVAL OF LAV~L~ OFFICIAL STATEMENT Mr. Brown stated the LAVWMA Official Statement was not yet complete, and requested this item be continued to the meeting of January 24, 1978. Council concurred. F~ECUTIVE SESSION ~yor Philcox recessed the meeting at 10:10 P.M., to a personnel session to discuss replacement of the City Attorney. Mayor Philcox reconvened the meeting at 10:50 P.M. It was moved by Councilmember Mercer, and seconded by Councilmember Brandes, accepting the resignation of the City Attorney, Kenneth C. Scheidig, thanking him for his past actions as City Attorney, and wishing him well in his new position. The roll call vote was as follows: AYES: Councilmembers Brandes, Herlihy, LeClaire, Mercer, and Mayor Philcox NOES: None ABSENT: None It was moved by Councilmember Mercer, and seconded by Councilmember Herlihy, that Resolution No. 78-12, appointing Harvey E. Levine, Deputy City Attorney, as City Attorney effective February 18, 1978, at a salary of $25,500.00 per year, with all benefits of City Attorney; appointing him Acting City Attorney with comparable pay on February 10, 1978; and encouraging his residence in Pleasanton by September 1, 1978, be adopted.
