Mr. Swift reviewed the Fiscal Concerns of the Residential Allocation <br />Program as follows: <br /> <br /> 1. Missing Linkages <br /> 2. Capital Facility/Utility Dedications <br /> 3. In-filling <br /> 4. Extra Costs and Features <br /> 5. Voluntary Contribution to Capital Improvement Program <br /> <br /> Councilmembers discussed various concerns regarding each category. <br /> <br /> Mayor Philcox stated the next meeting scheduled to further discuss the <br />Residential Allocation Program would be held on Tuesday, January 17, 1978, <br />8:00 P.M., Pleasanton Council Chambers. <br /> <br />APPROVAL OF LAV~L~ OFFICIAL STATEMENT <br /> Mr. Brown stated the LAVWMA Official Statement was not yet complete, and <br />requested this item be continued to the meeting of January 24, 1978. Council <br />concurred. <br /> <br />F~ECUTIVE SESSION <br /> ~yor Philcox recessed the meeting at 10:10 P.M., to a personnel session <br />to discuss replacement of the City Attorney. <br /> <br /> Mayor Philcox reconvened the meeting at 10:50 P.M. <br /> <br /> It was moved by Councilmember Mercer, and seconded by Councilmember Brandes, <br />accepting the resignation of the City Attorney, Kenneth C. Scheidig, thanking <br />him for his past actions as City Attorney, and wishing him well in his new <br />position. <br />The roll call vote was as follows: <br />AYES: Councilmembers Brandes, Herlihy, LeClaire, Mercer, and Mayor Philcox <br />NOES: None <br />ABSENT: None <br /> <br /> It was moved by Councilmember Mercer, and seconded by Councilmember Herlihy, <br />that Resolution No. 78-12, appointing Harvey E.
