MINUTES <br /> of <br /> THE }~ETING <br /> of <br /> THE CITY COUNCIL <br /> <br /> June 6, 1979 <br /> <br /> CALL TO ORDER - PLEDGE TO THE FLAG <br /> Mayor Frank Brandes, Jr., called the Workshop Session regarding the ReSiden- <br /> tial Allocation Program to order at 7:30 P.M., and then led the ~ledge of Alle- <br /> giance to the flag. <br /> <br /> ROLL CALL <br /> Deputy City Clerk Doris George called the roll which is recorded as follows: <br /> Councilmembers Butler, Kephart, Mercer, Wood, and Mayor Brandes were present. Mr. <br /> Brown, City Manager, Mr. Levine, City Attorney, ~, Harris, Director of Planning <br /> and Community Development, and Mr. Swift, Assistant Planner, were present. <br /> <br /> Also present ~ere the following Planning Commissioners: Ken Geppert, Bill <br /> Jamieson, and D~{itt Wilson. <br /> <br /> Councilmember Mercer stated that today was Councilmenher Butler's birthday. <br /> Everyone sang Happy Birthday to Councilmember Butler. <br /> <br /> DISCUSSION OF RESIDENTIAL ALLOCATION PROGRAM <br /> <br /> Introduction by Mayor Brandes <br /> Mayor Brandes stated this meeting had been ~alled by the City Council to meet <br /> with the Planning Commission, developers, and any other interested persons, to <br /> discuss suggestions and recommendations for adjustments or changes to the Resi- <br /> dential Allocation Program to make it a more viable document for the allocation <br /> of development approval. Mayor Brandes stated this was an informal meeting and <br /> he encouraged anyone with any suggestions or recommendations to bring them to the <br /> attention of the Council and Planning Commission at this time. He further added <br /> that a formal public hearing would be held regarding the Residential Allocation <br /> Program proposed changes by the Planning Commission in July, and by the City <br /> Council after that time. <br /> <br /> Staff Presentation <br /> Mr. Harris presented his report dated June 1, 1979, with the following sug- <br /> gested changes to the Residential Allocation Program: <br /> <br />1. Provide a category for points for developer who wishes to do off-site im- <br /> provements. <br /> <br />2. Enlarge the points available for "deSign" relative to other points and/or <br /> use a method ~Thich produces a larger range between the lowest and highest <br /> scoring projects within the existing 15 point category. <br /> <br />3. Separate solar hot water heating into a separate category from other solar <br /> heating/cooling and increase its points relative to PG&E energy conservation <br /> measures. <br /> <br />4. Lower the number of PG&E points necessary for multiples to qualify for addi- <br /> tional points per PG&E latest schedule. <br /> <br /> <br />
