MINUTES <br /> of <br /> THE ~ETING <br /> of <br /> THE CITY COUNCIL <br /> <br /> August 7, 1980 <br /> <br />CALL TO ORDER - PLEDGE TO THE FLAG <br /> Mayor Kenneth Mercer called the Adjourned Regular Meeting of the City Council <br />to order at 7:30 P.M., and then led the Pledge of Allegiance to the flag. <br /> <br />ROLL CALL <br /> Recording Secretary Shirley McDougall called the roll which is recorded as <br />follows: Councilmembers Butler, Kephart, Mohr, Wood, and Mayor Mercer were <br />present. Mr. Levine, City Attorney, Mr. Harris, Director of Planning and Com- <br />munity Development, Mr. Glenn, Assistant Planner, and Mr. Passanisi, Planning <br />Analyst, were present. <br /> <br />REVIEW OF HOUSING ELEMENT OF THE PLEASANTON GENERAL PLAN <br />}~yor Mercer explained that the purpose of this meeting is to discuss the <br />Housing Element of the General Plan and to receive public comment on this matter. <br /> <br /> Mayor Mercer then addressed the way to handle the review of the draft Housing <br />Element as prepared by staff. He suggested that the Councilmembers review the <br />plan, make their comments, and then open the public hearing, thereby allowing the <br />public to be aware of Council's opinions prior to public input. Councilmember <br />Mohr stated that a page-by-page review of the Housing Element would be difficult. <br />Councilmember Butler stated he felt the main purpose of tonight's meeting is to <br />hear and consider public input. Mayor Mercer reiterated his suggestion and felt <br />it only fair that the public first hear Council's comments prior to public comment. <br /> <br /> Mayor Mercer opened the meeting for public input. <br /> <br /> ~Yr. Harris explained the staff report, stating that it is clear the State law <br />mandates a Housing Element. HCD insists their Housing Element guidelines are man- <br />datory. }~ny cities, including the League of California Cities, are of the opinion <br />that Housing Element guidelines are advisory only. The Planning staff prepared the <br />draft HousingElement according to State guidelines with the exception of the por- <br />tion concerning "Fair Share". Mr. Harris stated that the draft Housing Element was <br />sent to the State six weeks ago and that on this date (8-7-80) the State had tele- <br />phoned to say that the draft does not "quantify" issues and therefore may not be <br />prepared according to State guidelines. The State will submit a written document <br />outlining where the deficiencies are and this document should be received within <br />the next two weeks. Mr. Harris stated he cannot tell Council what the document <br />will contain. He explained that the Council could take action tonight deciding <br />whether or not the Housing Element is "mandatory" or "advisory", take public testi- <br />mony and make comments, and continue the matter to August 12, 1980, or August 26, <br />1980, so that the comments of HC&D can be analyzed, and come back with some recom- <br /> Cit ' <br />mendation regarding what the y s efforts should be. Mr. Harris recommended that <br />the public hearing be held and the matter continued until August 26, 1980. Mr.- <br />}~rris discussed a new law proposing to put the Housing Element into statute and <br />it appears it will require quantification. <br /> <br /> <br />
