MINUTES <br /> of <br /> THE MEETING <br /> of <br /> THE CITY COUNCIL <br /> <br /> January 19, 1981 <br /> <br /> CALL TO ORDER <br /> Mayor Kenneth Mercer called the Special Meeting of the City Council to order <br /> at 6:30 P.M., at the Civic Center Conference Room. <br /> <br /> ROLL CALL <br /> The roll call is recorded as follows: Councilmembers Butler, Kephart, Mohr, <br /> Wood, and Mayor Mercer were present. Mr. Walker, City Manager, and Mr. Levine, <br /> City Attorney, were present. <br /> <br /> POLICE CHIEF RECRUITMENT <br /> City Manager Walker summarized the staff report which outlined two possible <br /> methods of proceeding with the recruitmeht of a new Police Chief. One alternative <br /> was to have the staff conduct the recruitment process and the other was to have a <br /> professional firm assist with the recruitment. Mr. Walker stated that he had con- <br /> tacted the firm of Ralph Andersen and Associates and asked for a proposal. <br /> <br /> Councilmember Kephart asked if other firms had been contacted and asked to <br /> ...... submit proposals. Mr. Walker stated that they had not. Councilmember Butler stated <br /> that he felt the important thing was to find the right person for the Job and he <br /> favored: the hiring of a professional firm to assist in the recruitment. Council- <br /> member Kephart agreed with Councilmember Butler, but stated that he would~like to <br /> have the City receive other proposals. <br /> <br /> Councilmember Wood asked if Police Chiefs that are hired through the use of <br /> search firms, stay longer' than those that come up through the ranks. Councilmember <br /> Kephart stated that he did not know the statistics, but that most Police Chiefs <br /> stay only five years in a position. <br /> <br /> Councilmember Kephart said that he would like to confine the search for a <br /> Chief of Police to California, but would like to consider the use of a Southern <br /> California 'search firm to insure that possible Southern California candidates are <br /> not missed. Councilmember Wood indicated that some sheriff department personnel <br /> and local officers would be candidates. <br /> <br /> Councilmember Butler stated that he felt that police executives are a rela- <br /> tively small community and that Ralph Andersen and Associates could reach those <br /> candidates as well as other firms. Councilmember Mohr stated that Ralph Andersen <br /> and Associates is familiar with the City, which would be an advantage to the City. <br /> <br /> It was moved by Councilmember Kephart, and seconded by Councilmember Butler, <br /> that the City contact other professional recruitment firms and ask them to present <br />-- proposals to the City for the recruitment of a Chief of Police. <br /> The roll call vote was as follows: <br /> AYES: Councilmembers Kephart and Wood <br /> NOES: Councilmembers Butler, Mohr, and Mayor Mercer <br /> ABSENT: None <br /> <br /> The motion was defeated by a vote of 3-2. <br /> <br /> <br />
