181 <br /> <br /> MINUTES <br /> of <br /> THE MEETING <br /> of <br /> THE CITY COUNCIL <br /> <br /> March 29, 1988 <br /> <br />CALL TO ORDER <br /> Mayor Kenneth R. Mercer called the Special Meeting of the City Council to <br />order at 7:00 p.m. <br /> <br />ROLL CALL <br /> Deputy City Clerk Doris George called the roll which is recorded as fol- <br />lows: Councilmembers Brandes, Butler, Mohr, Wilson, and Mayor Mercer were " <br />present. Mr. Walker, City Manager, Mr. MacDonald, City Attorney, Mr. Elliott, <br />Director of Public Works and Utilities, Mr. Swift, Director of Planning and <br />Community Development, and Mr. Lee, Principle Planner, were present. Also <br />present were Planning Commissioners Mahern, Michelotti, and Tarver. <br /> <br />STONERIDGE DRIVE SPECIFIC PLAN <br /> Mr. Swift presented his report (SR 88:125) dated March 29, 1988, regarding <br />this matter. <br /> <br /> Mayor Mercer stated that after review of this matter he tends to lean to- <br />wards a buffer of some residential, but not much, that would be immediately <br />behind existing homes east on West Las Positas. He favored a small amount of <br />housing on the Staples Ranch but the rest in Service Commercial. As far as <br />the rest of the pieces of property he does not have any problem with the way <br />the General Plan lays it out. <br /> <br /> Councilmember Brandes stated he feels it is premature to do any speci-fic <br />planning on the Staples Ranch but feels the report will be helpful regarding <br />roadways and circulation. He advised he does not want any residential in that <br />area. With regard to the other properties, he feels to allow high densities <br />in order to finance the improvements needed for the Stoneridge Drive develop- <br />ment or bridge completion to E1 Charro Road is not appropriate; the burden <br />should not be placed on the property owners there. He stated he would like to <br />final configuration of Stoneridge Drive looked at separately from the Staples <br />Ranch issue. <br /> <br /> Councilmember Mohr stated she felt that financing should not be a worry at <br />this point. She stated that the Mohr-Martin area has been expected to be <br />residential; she does not favor light industrial in this area. As far as <br />residential behind the present residential, there is still the possibility of <br />a community park which would be an acceptable buffer to accommodate the peo- <br />ple. Use of the Staples Ranch may or may not include residential; there needs <br />to be further evaluation of noise, etc. If the County is to receive benefits <br />and the better return is from light industrial zoning then that should be a <br />consideration. The Environmental Impact Report should address the highest and <br />best use of the land. <br /> <br /> Councilmember Wilson stated he favors the staff report. He stated if the <br />property owners are willing to contibute he felt that is appropriate, in order <br />to have a circulation loop.
