339

MINUTES
OF
THE
MEETING
OF
THE CITY COUNCIL

JULY 30, 1991

1. CALL TO ORDER

Mayor Kenneth R. Mercer called the Special Meeting of the City
Council to order at 7:30 p.m.

2. ROLL CALL

City Clerk Peggy L. Ezidro called the roll, which is recorded
as follows: Councilmembers Karin Mohr, Dorothy N. Scribner, Ben
Tarver, and Mayor Mercer. Councilmember Robert E. Butler was
absent. Staff members present were: Deborah Acosta, City Manager;
Michael H. ROush, City Attorney; and Brian W. Swift, Director of
Planning and Community Development.

3. PUBLIC HEARINGS
Item 3a
Ridgelands Final Report and Planning Commission Recommendations
(SR 91:291)

Mr. Mercer stated that the Councilmembers would first discuss
among themselves the Planning Commission's recommendation to
reconvene a subset of the Pleasanton Ridgelands Committee to
complete the Final Report before opening the public hearing.

Ms. Scribner agreed with the Planning Commission that the
Final Report needed additional information. She proposed that the
composition of the committee recommended by the Planning Commission
be changed to include the Chair and Vice-Chair of the four
subcommittees, two preservation-oriented people representing the
minority report and the East Bay Regional Park District (EBRPD),
and two representatives from the landowners. In this way, the
Chair and Vice Chair, who were elected by the Committee at large,
could ensure the continuation of the general committee's work,
while the other members would represent the minority viewpoints and
the landowners' opinions. The goal of this panel would be to
consider the plan that was presented by the general committee,
refining those items that reached consensus and working on
compromises for the non-consensus items. The panel would have a
two-month time limit to accomplish its task, and the results of its
deliberations would be presented to the general committee for

-1 -
7-30-91
