340

ratification before coming back to the Planning Commission and the
City Council.

Mr. Mercer indicated that he was in favor of calling together
another committee or a subcommittee of the Committee to complete
the report. He reiterated that the product is the most important
element of this undertaking and pointed out the importance of
addressing the issues and meeting the objectives defined by the
Steering Committee.

Mr. Tarver stated that he was thinking in terms of
incorporating the Steering Committee, without the Council and
Planning Commission representatives, to represent the minority
viewpoint, with the Chair and Vice Chair of the four subcommittees,
who would ensure the continuity of the general committee's work.

Ms. Mohr indicated that Ms. Scribner's suggestion was a good
compromise because it includes the people that the original
committee elected and establishes a balance in the panel.

Ms. Scribner commented that the minority and landowners could
select their own representatives, who could be the members of the
Steering Committee.

Mr. Mercer stated that two months may not be sufficient for
the panel to accomplish its task and proposed that the time limit
be set at 75 days.

Ms. Acosta indicated that Staff is potentially aiming at
putting the issue on the ballot at the Primary Election, which may
be moved to March 1992, in which case the panel would have to
accomplish its task in two months. She added that having the panel
work until November 1991 may potentially jeopardize the election.

Mr. Mercer requested Staff to ask the Chair and Vice-Chair of
~he subcommittees if they would be willing to serve cn the panel
and to have the general committee recommend replacements, if
necessary.

Mr. Mercer declared the public hearing open on the
application.

Mr. Paul Corrado, 1519 Fairview Court, indicated that he was
elected Vice Chairman of the general committee and that he would
like to serve on the panel.

Mr. Mercer recommended that the membership be expanded to
include Mr. Corrado.

-2 -
7-30-91
