97 <br /> <br /> MINUTES OF THE SPECIAL MEETING <br /> <br /> OF THE CITY COUNCIL <br /> <br /> February 23, 1993 <br /> <br /> Mayor Ben C. Tarver called the Special Meeting of the City <br />Council to order at 7:05 p.m. at the Operations Service Center, <br />3333 Busch Road. <br /> <br /> City Clerk Peggy L. Ezidro called the roll, which is recorded <br />as follows: Councilmembers Karin Mohr, Thomas P. Pico, Jr., <br />Dorothy N. Scribner and Mayor Ben C. Tarver. Staff members present <br />were: Deborah Acosta, City Manager; Michael H. Roush, City <br />Attorney; Brian Swift, Director of Planning and Community <br />Development; Jerry Iserson, Principal Planner; Joseph Elliott, <br />Director of Public Works and Utilities; Roger Higdon, Asst. <br />Director of Public Works; and Garry Lee, City Consultant. <br /> <br />1. Review of Bids and Award of Contract for Main Street <br /> Reconstruction (SR 93:57) <br /> <br /> Ms. Scribner asked what Main Street will look like with the <br />new plan minus the tree pop-outs and the corner bulb-outs. <br /> <br /> Mr. Iserson indicated the street will look about the same, <br />only with wider sidewalks. There will be more trees and new paving <br />material for the sidewalks. The look of the corners will be <br />impacted by eliminating the bulb-outs and there may be a problem <br />placing all of the street furniture and the new wider handicapped <br />ramps without the corner bulb-outs. <br /> <br /> Ms. Scribner indicated her belief that most of the flooding <br />problems have been alleviated and asked Mr. Higdon if there was <br />immediate need to replace the sewer and water lines. <br /> <br /> Mr. Higdon indicated there is no immediate risk, but the City <br />is generally at risk due to the age of the lines. The project was <br />in the CIP budget three years ago, but was delayed to allow the <br />Downtown Task Force to recommend a revitalization plan along with <br />the improvements. <br /> <br /> Ms. Scribner pointed out that the project could be delayed and <br />the funds reserved for the project. She related the time and <br />effort spent in formulating a plan for the downtown and the <br />priorities established. Ms. Scribner believed that the focus had <br />been lost with the recent changes to the plan and there is no <br />longer a cohesive plan. If the project is delayed until 1995, Ms. <br />Scribner felt that the marketing plan could be in place and <br />agreements reached regarding shared parking. <br /> <br />02/23/93 i <br /> <br /> <br />
