98 <br /> <br /> Mr. Tarver presented a letter received from Peter MacDonald <br /> urging Council to award the bid and proceed with the project. <br /> <br /> Brian Dutchover, 5579 San Antonio, requested Council to keep <br /> an open mind. He indicated the need to consider how the materials <br /> and design elements previously selected will fit into the new <br /> design. <br /> <br /> Ms. Jean Kanter, 4089 Stanley Boulevard, indicated there had <br /> been great enthusiasm when this project started and she was very <br /> disappointed to see the changes being made. Ms. Kanter believed <br /> merely improving water and sewer lines will not help the downtown. <br /> <br /> Sharrell Michelotti, 7873 Olive Court, indicated the project <br /> should go forward, but wanted to leave options open. She urged <br /> Council to award the bid tonight and to have further workshops with <br /> design professionals to review the plan. She supported putting the <br /> bulb-outs back in the plan. <br /> <br /> Brian Dutchover, 5579 San Antonio, encouraged Council to award <br /> the contract and then develop a cohesive streetscape plan. He want <br /> to be sure adequate funds were committed for street furniture and <br /> marketing. <br /> <br /> Harold Coursey, 610 Main Street, stated that if the project is <br /> to be done, it should be done well with all the amenities, <br /> including benches, trees, art, etc. If Council is only doing sewer <br /> and water, then delay the project. <br /> <br /> Ruby Greer, 444 Main Street, requested clarification of the <br /> construction schedule and wanted to be sure the improvements to Del <br /> Valle Parkway were complete before work commenced on Main Street. <br /> Ms. Greer said she vacillated between postponing the project and <br /> proceeding now. She was concerned that the downtown merchants had <br /> lost momentum and morale for the project. She was also concerned <br /> that if the project were not completed now, there would be no money <br /> for it in the future. Ms. Greer indicated she had trouble <br /> visualizing what the project would look like now and asked if there <br /> would be further mock-ups or renderings. <br /> <br /> Mr. Higdon indicated water main improvements were on Main <br /> Street just to Del Valle Parkway, not on Del Valle Parkway. He <br /> then briefly reviewed the construction schedule. <br /> <br /> Alexis Gass, 2768 Sanderling Way, owner of Clover Creek on <br /> Main Street, indicated she supported the Main Street project, but <br /> was apprehensive. She believed the entire project was not ready to <br /> proceed and urged an eleven month delay. <br /> <br /> 02/23/93 2 <br /> <br /> <br />
