77 <br /> <br /> MINUTES OF THE SPECIAL MEETING <br /> <br /> AND WORKSHOP <br /> <br /> OF THE CITY COUNCIL <br /> <br /> January 26, 1993 <br /> <br /> Mayor Ben C. Tarver called the Special Meeting and Workshop of <br />the City Council to order at 7:00 p.m. at the Operations Service <br />Center, 3333 Busch Road. <br /> <br /> City Clerk Peggy L. Ezidro called the roll, which is recorded <br />as follows: Councilmembers Karin Mohr, Thomas P. Pico, Jr., <br />Dorothy N. Scribner and Mayor Ben C. Tarver. Staff members present <br />were: Deborah Acosta, City Manager, and Michael H. Roush, City <br />Attorney. <br /> <br />1. Adoption of Ordinance 1585, Amendinq Contract between the City <br />of Pleasanton and the Public Employees Retirement System <br /> <br /> It was moved by Ms. Mohr, seconded by Ms. Scribner, that <br />Ordinance No. 1585 be adopted, amending the contract between the <br />City of Pleasanton and the Public Employees Retirement System <br />implementing a one year final compensation retirement option for <br />miscellaneous employees. <br />The vote was as follows: <br />AYES: Councilmembers Mohr, Pico, Scribner, and Mayor Tarver <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br />2. Discussion Among Councilmembers about Council Operatinq <br />Procedures. <br /> <br /> Council reviewed the staff report dated December 15, 1992 <br /> (SR 92:511). <br /> <br /> Ms. Mohr and Ms. Scribner expressed their concern about <br />reopening the public hearing after a motion was made and indicated <br />they did not want to get into a situation where a member of the <br />public was debating an issue with Council or staff. There was also <br />a question regarding whether this would apply only to public <br />hearing items or to any item on the agenda. <br /> <br /> The consensus was to amend the proposed paragraph VI.B.4.b. to <br />read as follows: <br /> <br />01/26/93 1 <br /> <br /> <br />
