Reopeninq hearinqs After a Motion <br /> <br /> After a motion has been made and seconded, the Presiding <br /> Officer may reopen the hearing for public testimony on <br /> the motion, provided there are no objections from any <br /> councilmember. The purpose of this testimony shall be to <br /> address matters specific to the motion and not to restate <br /> prior testimony. <br /> <br /> After all testimony is heard, the Presiding Officer shall <br /> reclose the public hearing. The Council can then take <br /> action on the motion, or a substitute or amended motion <br /> may be introduced (see Appendix A, "Summary of Motions") <br /> in consideration of the public testimony." <br /> <br /> Ms. Scribner indicated the speaker cards should include space <br /> to indicate what item a speaker was addressing and whether the <br /> speaker was in support or opposition. <br /> <br /> Ms. Scribner further indicated a desire to have stricter <br /> adherence to a time limit of five minutes for public hearing items <br /> and two minutes for other agenda items. If that is not done, at <br /> least urge the speakers to be concise. <br /> <br /> Mr. Tarver and Mr. Pico were opposed as they did not want the <br /> members of the public to be pressured when speaking. <br /> <br /> It was suggested that new speaker cards be prepared and a <br /> large sign be placed at the entrance to the Chambers indicating the <br /> cards must be completed and turned in BEFORE the meeting. <br /> <br /> The chairs at the back table are to be removed to discourage <br /> people from sitting back there and conversing during the Council <br /> meeting. <br /> <br /> It was moved by Ms. Mohr, seconded by Ms. Scribner, to add the <br /> following new language to the Operating Procedures: <br /> <br /> "IX. CITY COUNCIL COMMITTEES, AND COUNCIL APPOINTMENTS TO <br /> REGIONAL BOARDS, AND JOINT POWERS AUTHORITIES <br /> <br /> B. Reqional Board and Joint Powers Authorities <br /> <br /> 2. Removal of Council Representatives <br /> <br /> A majority vote of the Council shall be <br /> required to remove a Council member from a <br /> regional board, commission, committee or task <br /> force. The recommendation for removal may be <br /> <br /> 01/26/93 2 <br /> <br /> <br />
