Reopeninq hearinqs After a Motion

After a motion has been made and seconded, the Presiding
Officer may reopen the hearing for public testimony on
the motion, provided there are no objections from any
councilmember. The purpose of this testimony shall be to
address matters specific to the motion and not to restate
prior testimony.

After all testimony is heard, the Presiding Officer shall
reclose the public hearing. The Council can then take
action on the motion, or a substitute or amended motion
may be introduced (see Appendix A, "Summary of Motions")
in consideration of the public testimony."

Ms. Scribner indicated the speaker cards should include space
to indicate what item a speaker was addressing and whether the
speaker was in support or opposition.

Ms. Scribner further indicated a desire to have stricter
adherence to a time limit of five minutes for public hearing items
and two minutes for other agenda items.
