37 <br /> <br /> MINUTES OF THE SPECIAL MEETING <br /> OF THE <br /> CITY COUNCIL <br /> <br /> January 12, 1993 <br /> <br />CALL TO ORDER <br /> <br /> Mayor Ben C. Tarver called the Special Meeting of the City <br />Council to order at 7:04 p.m. <br /> <br />ROLL CALL <br /> <br /> City Clerk Peggy L. Ezidro called the roll, which is recorded <br />as follows: Councilmembers Karin Mohr (arrived at 7:20 p.m.), <br />Dorothy N. Scribner, Thomas P. Pico, Jr., and Mayor Ben C. Tarver. <br />Staff members present were: Deborah Acosta, City Manager; Michael <br />H. Roush, City Attorney; Brian W. Swift, Director of Planning and <br />Community Development. <br /> <br />1. REPORT AND RECOMMENDATION ON LIVERMORE AIRPORT PROTECTION AREA <br /> <br /> Brian Swift presented the staff report which set forth the <br />proposed boundaries for the Airport Protection Area (APA) and the <br />impacts on surrounding properties. He indicated staff feels the <br />issues should be worked out between all agencies. A continuance is <br />recommended to allow Dublin/Pleasanton/Livermore/Alameda County to <br />work out the boundaries for the APA and to plan for future issues. <br />It is also recommended that the Airport Committee include a <br />representative from Pleasanton and meetings should commence before <br />a decision is reached by the Airport Land Use Commission (ALUC). <br /> <br /> Mr. Swift updated Council on actions taken by local <br />jurisdictions. Dublin has indicated a desire for a continuance so <br />all jurisdictions can meet. Livermore has reaffirmed its original <br />resolution for the airport protection area. <br /> <br /> Mr. Tarver inquired if there was a school proposed in the <br />area. Mr. Swift replied that one was planned for the Chu property. <br /> <br /> Mr. Pico asked if a corridor would be preserved in the event <br />Dublin proceeds with development in the area. At present, planes <br />make 45° turns to avoid the residential areas. He was concerned <br />that Dublin would take away any option other than to fly over a <br />residential neighborhood. <br /> <br /> Mr. Swift described the current flight patterns. Pleasanton <br />had requested Livermore to require the turns, but Pleasanton really <br />has no authority over the operation of the airport or where the <br /> <br />1/12/93 <br /> 1 <br /> <br /> <br />
