Tarvet called the Special Meeting of the City Council to order at <br />CO 7:00 p.m. <br /> <br />Z 2. ROLL CALL <br />~ City Clerk Peggy L. F, zidro called the roll, which is recorded as follows: <br /> Councilmembers Rebecca L. Dennis, Karin Mohr, Thomas P. Pico Jr., Dorothy N. Scfibner <br /> and Mayor Ben C. Tanrex. Staff members Iresrot were: Deborah Acosta, City Manager; <br /> Mi__chael H. Roush, City Attorney; Brian W. Swift, Dir~wr of Planning and Community <br /> Development; Joseph Elljolt, Director of Public Works and Utilities; V~rillinrrl E. <br /> Police Chief and Wayne Rasm~, Advaneed Planner. <br /> <br /> 3. AGENDA AMEND~ <br /> <br /> There were no amendments. <br /> <br /> 4. MEETING OPEN TO THE PUBLIC <br /> <br /> The following citizens spoke in opposition to the County' s pwposed early release of 700 <br /> Santa Rim prisoners: Terry L. Couey, 4185 Chin'chill Drive; Joan Wass, 3813 Brockton Drive; <br /> and Leslie Phillippi, 3641 Dunsmuir Circle. <br /> <br /> Bill ~man, Police Chief, explained that he has been assured by Chief Tim Ryan of the <br /> Santa Rita Jail that there would not be mass releases. The plan is to release 10 to 20 persons <br /> per day beginning in appmxim~t~-iy one week. There will also be transportation provided for <br /> the persons released. Citizens may expx~s their objection to this plan to the Alameda County <br /> Board of Supervisors, as he and other officials have done. In response to Council's questions, <br /> Mr. ~stman further explained that electwnic house arrests are viable for some offenses but his '- <br /> understanding was that the prisoners will be completely released. There is a serious budget <br /> problem at the state level and it has filtered down to local agencies. <br /> <br /> 05/11/93 1 <br /> <br /> <br />
