MINUTES <br /> OF <br /> THE <br /> MEETING <br /> OF <br /> THE CITY COUNCIL <br /> <br /> March 16, 1999 <br /> <br />1. CALL TO ORDER <br /> <br /> Mayor Tarver called the Regular Meeting of the City Council to order at 7:00 p.m. <br /> <br /> Mr. Pico led the assembly in the pledge of allegiance. He asked everyone to take a few <br />moments to remember Diana Lauderback who died yesterday. She supported a number of causes <br />for the disabled community; among her achievements was getting transit access for the disabled. <br /> <br /> Ms. Michelotti congratulated the Amador Varsity Girls Basketball Team who is <br />competing for the state championship. She asked everyone to join her in supporting the team. <br /> <br /> Mayor Tarver expressed his concerns about the School District Board meeting that was <br />held last Tuesday. He would like the School Board to attend at joint workshop regarding <br />developer fees. He felt there were a number of misunderstandings and misinformation that need <br />clarification, such as the school size standards, the need for state funds, the San Francisco <br />project, the division of state bond money, the need and ability to adjust the 1992 facility plan and <br />fees, the barriers and altematives for expediting the Vineyard Corridor school site and the degree <br />to which program cuts need to be required to fund the operation of new schools. He has <br />expressed his concems to the School Board's president. The School Board president said there <br />was misinformation as to who was in attendance at a recent meeting and the president was <br />concemed that the Brown Act had been violated. Mayor Tarver assured him and the community <br />that the Council is very aware of the provisions of the Brown Act and goes out of its way to <br />make sure the Act is not violated. The characterization of his motivation that he has a no growth <br />political agenda and that he is using children to further that agenda and misinforming the public <br />is not accurate. He hoped that a joint meeting would help clarify these misunderstandings. He <br />said it is okay to have different opinions about the state of affairs in the City of Pleasanton. He <br />believes the schools need to be fixed before another student is allowed to attend. That has <br />nothing to do with growth, it has to do with the quality of life. He thought the school impact fee <br />would make sure the overcrowding of schools would not happen. His motivation is to avoid <br />overcrowding.
