MINUTES
OF
THE
MEETING
OF
THE CITY COUNCIL

July 12, 1997

1, CALL TO ORDER

Mayor Ben Tarver called the Special Meeting of the City Council to order at 11:40 a.m.

2. ROLL CALL

Deputy City Clerk Rhonda Basore called the roll, which is recorded as follows:
Councilmembers present were Kay Ayala, Becky Dennis, Sharrell Michelotti, Thomas P. Pico,
Jr. and Mayor Ben Tarver. Staff members present were: Deborah Acosta, City Manager;
Michael H. Roush, City Attorney; and William Eastman, Police Chief.

3. Proposed ordinance re_inflating firearm sales and prohibiting the sale of "Saturday
Night Specials"

Michael Roush presented the staff report.

Mayor Tarver said because of the large number of speaker cards, those who wish to
speak should form three lines behind the available microphones. He asked each speaker to state
their name and address for the record. He asked the speakers to adhere to the five minute limit
and not to say the same thing over and over again.

Mr. Pico asked if the existing firearm dealers would be grandfathered in.

Mr. Roush said the existing businesses in residential areas would be precluded from
continuing to operate and would need to move to an area that is zoned for this particular use.
If Council were to introduce this ordinance, there will be an ordinance to make changes to the
zoning ordinance and could include a grandfather clause or an amortization period.

Mr. Pico asked about the required annual permitting process.

Mr. Roush commented the businesses would go through an extensive initial review
process and then annual reviews after that.

Pleasanton City Council 07/12/97
Minutes 1
