Commissioners absent: Perei~ <br />and Chairman Garrigan. <br /> <br />Upon motion of Commissioner Hirst, seconded <br />by Vice Chairman Pons, the minutes of the <br />meeting of December 14, 1971, were approved <br />as submitted. <br />Mr. Victor Bailey, 4565 Black Avenue, <br />Pleasanton, commented on Item ~~11, which <br />pertains to Kaiser's application for a <br />reclamation project now before the Alameda <br />County Planning Commission. He referred to <br />the fact that the Valley was to have only <br />one garbage dump site and that there is a <br />regional report which indicates that should <br />there be another dump site, it will be in <br />the Antioch-Delta region, where the bogs are <br />presently sinking. <br />Mr. Castro requested that Item 7-b be contin <br />ued to the meeting of March 14, 1972. Item <br />8a -applicant has requested that this matte <br />be continued to the first meeting in March, <br />which is also in compliance with the Chairma 's <br />request. Item 8b; Mr. Castro explained that <br />the matter should be removed from the agenda <br />Study District - Properties tributary to the <br />Sunol Blvd. Sewage Treatment Plant. <br />Before the Public Hearing was opened, Vice <br />Chairman announced that the Commission would <br />take testimony until 8:00 PM, after which <br />time if more people wished to speak, the <br />matter would be held over to another meeting, <br />Director of Community Development Castro <br />explained the purpose for the Study District <br />which is three-fold: <br />
