MINUTES <br />PLANNING COMMISSION (SPECIAL MEETING) <br />Pleasanton Council Chambers <br />30 West Angela Street <br />November 3, 1976 <br />8:00 P.M. <br />CALL TO ORDER - PLEDGE TO THE FLAG <br />Chairman Butler called the meeting to order at 8:00 P.M., and led the <br />Pledge of Allegiance to the Flag. <br />ROLL CALL <br />The Roll Call Vote was as follows: Present: Commissioners Doherty, <br />Jamieson, Wood and Chairman Butler. Commissioners Absent: Shepherd. <br />Staff present: Bob Harris, Don Sooby, Harvey Levine, Recording Secretary <br />Yvonne McFadden, and Council Liaison Frank Brandes. <br />APPROVAL OF MINUTES <br />No minutes were submitted for review. <br />REVISIONS AN_D OMISSIONS TO_THE AGENDA <br />Secretary Harris indicated that Items 6f and 6g UP-76-29, Douglas Huntze <br />and UP-76-30, Earl Adams, were being continued to the December 8 agenda <br />because the negative declarations on these cases were appealed and this <br />matter would need to be settled by City Council prior to Planning Commis- <br />sion review. Additionally, Ester Calupig conditional use permit under <br />6c UP-76-27, was continued until the variance on reduced number of parking <br />spaces for expansion of the guest home at 588 St. John Street could be <br />reviewed. <br />PUBLIC HEARINGS - NEW BUSINESS <br />RZ-76-19, Planning Commission - application to prezone approximately 16.4 <br />acres of unincorporated County land located on the east side of Santa Rita <br />Road between Highway-580 and a point approximately 700 feet north of the <br />intersection of Santa Rita Road and Tassajara Road to the C-S (Commercial <br />Service) District. <br />Secretary Harris indicated that staff recommends that all 16.4 acres be <br />prezoned to the C-S (Commercial Service) District. There are two reasons <br />for this; 1) the existing uses in the area would create the least number of <br />nonconforming uses, although there will be some; and 2) the area to the <br />west is presently developing with commercial service uses. <br />Commissioner Doherty stated that at the time industrial properties east of <br />Hopyard Road was discussed, there was a great deal of concern by residents <br />regarding the amount of traffic which would be funneled onto Tassajara Road <br />at I-580. He wondered if there would be any impact on the traffic situation <br />if zoning on this property goes through. Secretary Harris felt that retail <br />commercial would certainly have a greater traffic impact than service com- <br />mercial uses. Volume of traffic should be lower. He emphasized that the <br />ultimate location of the frontage road at I-580 would not be affected by <br />the zoning. In fact, the road may take out one or two of the uses in the <br />area. <br />
