YC-2000-09 <br />RES ULU TION APPROVING A CUNDITIUNAL USE PERMIT FOR JASON SKIN NEI2/ <br />DESIGNS SCHOOL OF COSMETOLOC: Y, AS FILED UNDER CASE PC7UP-153 <br />WHEREAS, Jason SI<ixiner/Designs School of Cosmetology, has applied for a conditional use <br />permit to allow a trade school in an existing tenant suite located at <br />55'72 Springdale Avenue:, and <br />WHEREAS, zoning for the property is C-R<p~ (Regional Commercial [peripheral ~~ District- <br />and ' <br />WHEREAS, at its duly noticed public Rearing of March £~, 2006, tfte Planning Commission <br />considered a_ll public testimony, relevant exhibits and recomxriendations of the <br />City sVaf£conccrning this application; and <br />WHEREAS, projects of this nature arc categorically exempt fioxn the requirexrtents of the <br />California Environmental Quality Act (C'EQA~; and <br />WI-3ER FAS, the Plan nine; C'on~trtission made the F2~llowing findings: <br />The proposed location of the conditional use is in accordaxicc with Lhc <br />objectives of the zoning ordinance and the purpose of the district in which <br />the site is located- <br />Objectives of the zoning ordinance include fostering a hart-tonious, convenient, <br />workable relationship among land uses; protecting existing larxd use fi-oxrt <br />inharmonious influences and harm tul intrusions:, and ensuring that puhlic and <br />private lands ultimately are used for the purposes which are most appropriate and <br />beneficial to the City as a whole. The proposed school provides in-classroom <br />instructions on cosmetology, esthetics, and skincare_ It also provides <br />opportunities for the students to have hands-on experience during the clinic <br />sessions- Under the supervision of school instructors, students would gain <br />experience from working on modals at~d the general publiq and the public would <br />get a price break on the services normally perfo rxried in a regular salon- "1'hc <br />student clinic aspect of the program trtay attract additional customers in and out of <br />the school, which is comparable to the retail setting of the shopping canter. Based <br />on the proposal and analysis concerning land use, noise, parking, and traffic, no <br />land use issues are expected to arise fi'oni tRe- proposed school- Thus, this Finding, <br />can be made. <br />
