The
statement of philosophy is:

As communities mature and become more affluent, the community itself turns
toward the greater rewards it as a whole can provide for its citizens. Typically,
communities turn toward increased recreational and cultural activities as the
City's budget and household incomes grow.

Pleasanton is becoming more aware of the value of a richer cultural environment
for its citizens to enjoy.
