PC-2005-02 <br />RESOLUTION APPROVING TIIE APPLICATION OF HENDRICK AUTOMO"FIVE GROUP <br />FOR CONDITIONAL USF_ PERMIT AND DESIGN REVIEW APPROVALS, <br />AS FILED UNDER CASE PCLJP-130/PDR-419 <br />WHEREAS, I-lendrick Automotive Group has applied for conditional use permit and design <br />review approvals to operate an auton~otivc storage lot and detailing area on a <br />one-acre vacant site located at 3830 Old Santa Rita Road; and <br />WHEREAS, zoning for the property is C-S (Service Con-imercial~ District, and <br />WHEREAS, at its duly noticed public hearing of January 26, 2005, the Planning Cotrimission <br />considered all public testimony, relevant exhibits, and recorrirrtendations of the <br />City staff concerning this application; and <br />WI3EREAS, projects of this nature are categorically exempt tiom the requirements of the <br />California Environmental Quality Act ~CEQA~; and <br />WHEREAS, the Planning Comirtission made the following findings: <br />The proposed location of the conditional use is in accord anec with the <br />o hjectives of the zoning ordinance and the purpose of the district in which <br />the site is located. <br />The ohjectives stated in the zoning ordinance include fostering harmonious, <br />convenient, workable relationship among land uses, protecting larid uses troth <br />inharmonious influences and harmful intrusions, and insuring that public and <br />private lands are used for the purposes which are rrto st appropriate and beneficial <br />to the City as a whole. <br />The proposed outdoor vehicle stora~Te use is located on C71d Santa Rita Road, an <br />area where the majority of the existing commercial businesses are service/ <br />repair-oriented commercial businesses that store business supplies and eq uipmeni <br />in the open area. With the proposed on-site improvements, such as a new storm <br />drain system including bioswalas, haw sidewalk per City standards, and haw <br />landscaping, the conditions and appearance of the subject lot would be improved <br />significantly, and the proposed improvement would make the lot suitable for the <br />use. Thus, as proposed and conditioned, the proposed use is in accordance with <br />the object of the zoning ordinance and the purpose of the district in which the site <br />is located.
