PC-93-l8 <br /> <br />RESOLUTION APPROVING A CONDITIONAL USE PERMIT AS FILED UNDER <br />CASE UP-93-16 FOR LORY R. RODD <br /> <br />WHEREAS, Lory R. Rudd has applied for a conditional use permit to <br />establish a massage studio within the existing Total <br />Eclipse Tanning Salon located at 4625 First street; and <br /> <br />WHEREAS, zoning for the property is PUD (Planned Unit Development) <br />_ commercial, Core Area Overlay, Downtown Revitalization <br />District; and <br /> <br />WHEREAS, at their duly noticed public hearing of April 28, 1993, <br />the planning commission considered all public testimony, <br />relevant exhibits and recommendations of the city staff <br />concerning this application; and <br /> <br />WHEREAS, the planning Commission made the following findings: <br /> <br />A. That the proposed location of the conditional use <br />is in accordance with the objectives of the zoning <br />ordinance and the purpose of the district in which <br />the site is located. <br /> <br />Some of the objectives of the zoning ordinance are <br />to: foster a harmonious, convenient, workable <br />relationship among land uses, protect existing land <br />uses from inharmonious influences and harmful <br />intrusions, and to insure that public and private <br />lands ultimately are used for the purposes which <br />are most appropriate and beneficial to the city as <br />a whole. Staff feels the proposed massage studio <br />use would be consistent with these objectives in <br />that it would provide a service to the community <br />and would be conducted so as to not impact or <br />interfere with surrounding businesses. <br /> <br />The subject building is located in the PUD <br />commercial, Core Area Overlay, Downtown <br />Revitalization District. Some purposes of the <br />Downtown Revitalization District are to: deter the <br />inappropriate demolition, destruction, alteration, <br />or misuse of architecturally interesting and <br />significant structures in the Downtown, revitalize <br />the economic growth and health of and foster civic <br />pride in the Downtown, and stabilize and enhance <br />the value of property. <br /> <br />.. .
