<br />.. <br /> <br />Resolution No. PC-93-18 <br />Page 2 <br /> <br />As proposed, the massage studio will not alter in <br />any way the exterior of the Pleasanton station <br />building so as to detract from its attractive <br />architectural features. In addition, the massage <br />studio will not interfere with surrounding uses' <br />ability to operate. The proposed studio would add <br />to the economic vitality and diversity of the <br />Downtown, possibly contributing patronage to other <br />businesses. The anticipated client demand will not <br />generate any unusual demands on existing parking <br />for the building or the Downtown. As conditioned, <br />the proposed use will be compatible with adjacent <br />office uses located within the building. The <br />applicant can also be required to mitigate future <br />nuisances as a result of the proposed use. <br /> <br />B. That the proposed location of the conditional use <br />and the conditions under which it would be operated <br />or maintained will not be detrimental to the public <br />health, safety, or welfare, or materially injurious <br />to the properties or improvements in the vicinity. <br /> <br />Given the proposed hours of operation, the <br />projected number of clients, and the size of the <br />business, staff feels the massage studio will not <br />impact surrounding uses. Also the proposed use <br />will have adequate on and off-street parking to <br />meet project demand. Professional massage studios <br />tend to be quiet and will not subject surrounding <br />uses to heavy truck traffic, hazardous conditions, <br />or other objectionable influences. <br /> <br />C. That the proposed conditional use will comply with <br />each of the applicable provisions of the zoning <br />ordinance. <br /> <br />The site's PUD - commercial zoning conditionally <br />permits the establishment of massage studios. The <br />proposed use complies with all relevant sections of <br />the zoning ordinance. Granting a conditional use <br />permit to the applicant would be consistent with <br />the city's ability to regulate zoning as listed in <br />the Municipal Code Chapter 18.124. <br /> <br />WHEREAS, projects of this nature are categorically exempt from the <br />requirements of the California Environmental Quality Act <br />(CEQA); and <br /> <br />WHEREAS, the Planning commission determined that the proposed <br />conditional use is appropriate for the site. <br />
