<br />PLANNING COMMISSION CITY OF PLEASANTON <br /> <br />ALAMEDA COUNTY, CALIFORNIA <br /> <br />RESOLUTION NO. PC-2004-14 <br /> <br />RESOLUTION APPROVING VESTING TENTATIVE TRACT MAP 7505, <br />THE APPLICATION OF KEITH KASS <br /> <br />WHEREAS, Keith Kaas has applied for Vesting Tentative Tract Map approval for five single-family <br />lots and related infrastructure within a 4.49-acre parcel containing the existing Kass <br />residence located at 966 Sycamore Road; and <br /> <br />WHEREAS, zoning for the property is PUD-LDR (Planned Unit Development - Low Density <br />Residential) District; and <br /> <br />WHEREAS, at its duly noticed public hearing of February 25, 2004, the Planning Commission <br />considered all public testimony, relevant exhibits, and recommendations of the City staff <br />concerning this application; and <br /> <br />WHEREAS, an Environmental Impact Report (EIR) was prepared and certified for the North <br />Sycamore Specific Plan; and <br /> <br />WHEREAS, there were no substantial changes to the project or to the circumstances under which the <br />project is undertaken that involve new significant environmental effect or substantially <br />increase the severity of previously identified effects, and there is no new information of <br />substantial importance not known at the time the EIR was certified regarding the project <br />or its effects, mitigation measures, or alternatives; therefore, no additional environmental <br />documentation was prepared for this application; and <br /> <br />WHEREAS, the Planning Commission made the following findings: <br /> <br />]. The proposed map substantially conforms to the zoning regulations/development <br />plan. <br /> <br />The map's design and improvements closely follow the development plan and conditions <br />ofPUD-22. The required modifications to the design guidelines have been made as <br />described above or are addressed in conditions. Therefore, this finding can be made. <br /> <br />2. The design of the subdivision provides, to the extent feasible, for future passive or <br />natural heating or cooling opportunities. <br /> <br />The PUD addressed energy conservation by incorporating conditions encouraging the use <br />of green building measures and including this language in the design guidelines for future <br />homes. As proposed and conditioned, this has been accomplished and, therefore, this <br />finding can be made. <br />
